Case #2: Recommend Park Dedication for Nordvik Addition

Mr. Chmielewski informed the Commission that it has been determined there is no need for a park
in the Nordvik Addition.

In response to Commissioner Rolfe, Chairperson Cook confirmed park dedication monies would be
used in the Lake Itasca Park district.

A motion by Commissioner Johns and seconded by Commissioner Asfahl to recommend park
dedication be satisfied by a cash payment to the Lake Itasca Recreation of the greater of 5 percent
of fair market value or $1.00 per square foot for the new lot created.

Motion Carried. Voting Yes: Chairperson Cook, Commissioners Johns, Asfahl, LaMere, Ostrum,
and Rolfe. Voting No: None. Absent: Commissioner Droegemueller.

Case #3:

Receive Facsimile from Anoka County Parks Pertaining to Rum River Central
and Mississippi West Parks

Mr. Chmielewski shared a color-boundaried map with the Commission.

Chairperson Cook talked about revisions--deletions and additions--made (i.e. elimination of
campground originally proposed). Other considerations have included the 100-year flood plain which
require certain characteristics. He added canoes can be rented so that park can be viewed from the
fiver; he enthusiastically encouraged Commission members to this.

In closing, Chairperson Cook suggested directing Staffto send correspondence to Anoka County
commending on the park's design; Commission members concurred. Commissioner Rolfe added it
would be beneficial to inquire about any updates on the Mississippi Regional Park, perhaps including
comments about the prior request by the Commission for continued efforts in the development of an
arboretum.

Case #4: Update on the Comprehensive Planning

Mr. Chmielewski indicated there is a desire for future Commission representation when developing
the City Comprehensive Plan.

Chairperson Cook added the Parks and Recreation Commission has a good Park & Trail Plan and
that it was important for the Commission to explore dovetailing into other commissions' goals and
objectives. Commissioner Johns added an importance to capitalize on what has already been
accomplished and what can be based on current "green infrastructure" and future trails and parks
locations; this is a calling card for Ramsey. Chairperson Cook agreed with Commissioner Johns.

Park and Recreation Commission/July 10, 1997
Page 3 of 5
