Activities at Central Park - Commissioner LaMere suggested exploring use of Central Park for the
purposes of enhancing a sense a community. For example, he suggested having fireworks or a band
for the July Fourth celebration which could be sponsored by a local industry which would be in
addition/aside from the Lion's Picnic. Commissioner Rolfe suggested more sporadic scheduling since
there are already Independence Day celebrations available. Commissioner Ostrum questioned why
citizens are leaving Ramsey, adding efforts should be made which would discourage citizens from
leaving the City. Mr. Chmielewski suggested approaching the Economic Development Coordinator
for assistance in obtaining financial support for future proposed events.

Vandalism Prevention - Mr. Chmielewski inquired whether the Commission has entertained any
discussion about vandalism prevention in City parks. He suggested incentives to people for reporting
perpetrators of damage. Commissioner Rolfe agreed incentives are needed, but was more inclined
to investigate signage which enlists help. He added a need to reiterate that residents take a position
of ownership when concern for local parks is shown via reporting of any perpetrators. Commissioner
Johns suggested enlisting businesses (i.e. daycare centers) for help in this endeavor as well as general
trash maintenance. In response to Commissioner Johns, Mr. Riemer stated damages to shingles from
park buildings/shelters and picnic tables are the most common vandalism occurrences. Mr.
Chmielewski hoped any signage would include a $500 reward. Commissioner Rolfe reiterated the
need to accent community pride versus simply rewarding people for reporting vandals. Commissioner
Asfahl suggested addressing residents via the community newsletter first before any cost incurring
measures are taken.

Commission consensus was to direct Staffto place an article in the community newsletter about pride
and care of the parks systems, emphasizing that they are property of City residents.

Fences - Commissioner Asfahl questioned fencing on 116 by townhouses and accompanying trees
inside of yards which were originally planted for berming purposes. After further discussion, it was
deteremined trees planted by the developer (or contractor of the developer) were apparently planted
within the property lines of each of the townhomes.

ADJOURNMENT

Motion by Commissioner Ostrum and seconded by Commissioner Asfahl to adjourn the meeting.

Motion Carried. Voting Yes: Chairperson Cook, Commissioners Ostrum, Asfahl, Johns, LaMere,
and Rolfe. Voting No: None. Absent: Commissioner Droegemueller.

The regular Park and Recreation Commission meeting adjourned at 7 p.m.

Respectfully submitted,

Connie Beckman
Recording Secretary
TimeSaver Off Site Secretarial

Grant Riemer
Maintenance Worker

Park and Recreation Commission/July 10, 1997
Page 5 of 5
