No residents attended the public hearing. There was correspondence
received from Mr. Ron and Mrs. Lucinda Benson, residents at 8221 161st Avenue, Ramsey. Details
are cited in the public hearing minutes.

Chairperson Cook recessed the regular meeting at 6:33 p.m. to open the public hearing.

The regular meeting was reconvened at 6:35 p.m.

Case/12: Recommend Five-Year Capital Improvements Program

Mr. Boos noted the appropriateness to detail the proposed Five-Year CIP for the benefit of public
present at the meeting. (No public was present.) Review of the July meeting minutes indicate that
the only change recommended was with regard to the Community Center bond issue. The
recommended change was for an increase from the estimated $1.8 million-dollar facility to a $3-to-5
million-dollar project. Discussions have taken place with the City Finance Officer and City
Administrator. Consensus of these individuals indicates too high a dollar amount and, therefore, the
Commission is encouraged to maintain a lower dollar figure. This figure would help establish a more
credible approach versus wish list items on the other C.I.P. items as well as any potential bond.

Chairperson Cook talked about a feasibility study and clarified the Commission's intentions for having
one completed. Commissioner Johns added $1.8 million isn't a realistic amount to construct a
Community Center similar to one located in Becker.

Mr. Boos questioned residents' desires for a facility when there's already something existing (i.e.
Health Quest). Chairperson Cook responded a private facility is not necessarily available to all
residents.

Park and Recreation Commission/August 14, 1997
Page 2 of 5
