NOTE CITY COUNCIL MEETING MINUTES <br /> <br />The Park and Recreation Commission noted the City Council meeting minutes as follows: City <br />Council/Planning Commission joint meeting minutes dated August 6, 1997. <br /> <br />COMMISSION BUSINESS <br /> <br />Case #1: Recommend Park Dedication for Rademacher Addition <br /> <br />Mr. Boos advised that Rademacher Companies, Inc. is expected to request sketch plan review of their <br />parcel southeast of T.H. #47 and 153rd Avenue by the Planning Commission at their October <br />meeting. Their intent is to develop a convenience store at the intersection (3.27 acres) and hold the <br />remaining five acres for future development (potential multi-family housing). <br /> <br />Mr. Boos recommended an easement for the trail issue. Ifa dedication of land is ultimately the best <br />solution for both the City and the developer, and this is requested to be park dedication eligible, it <br />should be buffered with approved landscaping similar to the 40-foot trail corridor to the south. He <br />explained the cash park dedication rate for commercial properties is five percent of fair market value. <br />Park dedication for the outlot will not be due until it is developed. If the market value of the 3.27 <br />acre commercial property is $2 per square foot, the park dedication would be $14,262. <br /> <br />Mr. Boos advised the staff review letter suggests a 20-foot easement would be requested of the <br />developer to provide for a trail along the T.H. #47 fight-of-way. This is because Mn/DOT may not <br />like the idea of a trail within their fight-of-way (so an easement may be necessary). A brief discussion <br />occurred regarding options for the park dedication and what transportation fees apply toward. <br /> <br />Motion by Commissioner Johns and seconded by Commissioner Asfahl to recommend that City <br />Council require the developer to pave an eight-foot bituminous trail from 153rd Avenue to the <br />southern border of Lot 1 and that the park dedication be satisfied by a cash payment to the Oxbow <br />Recreation District of five percent (5%) of fair market value of Lot 1. <br /> <br />Motion Carried. Voting Yes: Chairperson Cook, Commissioners Johns, Asfahl, Droegemueller, <br />LaMere and Ostrum. Voting No: None. Absent: Commissioner Rolfe. <br /> <br />Case #2: Status/Trends of Youth Sports <br /> <br />Mr. Boos explained that each year, the City requests participation and trend information from the <br />youth organizations that offer sports for our residents. Primarily, it is the Ramsey Youth Athletic <br />Association (RYAA) that provides the majority of programs, consisting of softball, baseball, <br />basketball, football, T-ball, and soccer. This year, RYAA expanded its soccer program by offering <br />traveling soccer under the name Northern Lights Soccer. In addition to the above field usage, the <br />Anoka Area Traveling Soccer Association has used River's Bend Park for several years. <br /> <br />Commissioner Droegemueller stated he looked at the level of participation over the last three years <br />to determine what the trend might be. He reported the program has grown by 75 to 100 participants <br />per year over the last three years, however, each sport and grade level fluctuates somewhat. <br /> <br />Park and Recreation Commission/September 11, 1997 <br /> Page 2 of 6 <br /> <br /> <br />
