Ms. Connoly reiterated that the RYAA needs to know where the fields are at. She expressed concern <br />ifRamsey's children are told they will be able to play soccer in Ramsey but then turned away due to <br />a shortage of facilities. Ms. Connoly explained that if this were to happen, it would probably be too <br />late for the children to get enrolled in a different recreational program. She stated it is also better if <br />they are able to tell parents where their children will be playing when they sign up for the program. <br />This way, the parents can make transportation plans. <br /> <br />Case/t3: Receive Park and Trail Plan Map <br /> <br />Mr. Boos presented the revised Park and Trail Plan Map and provided an explanation of the various <br />colored lines indicating existing and future trail locations. He pointed out an area where the map <br />indicates an off-road bike route that is not within the five-year Capital Improvement Program and <br />asked if the Park and Recreation Commissioners wanted it to remain on the map. The Park and <br />Recreation Commissioners discussed areas where they believe the construction of trails should be a <br />priority. <br /> <br />Commissioner Droegemueller suggested the updated maps be made available at several locations such <br />as the Park Center and possibly mounted on a board so it can be displayed during the tree sale. <br /> <br />Mr. Boos advised the updated map will also include an inventory of what is available at each park. <br /> <br />Chairperson Cook suggested a brochure (three-fold) be designed which includes all of this <br />information. Commissioner Droegemueller concurred and suggested the brochure could be sent to <br />all residents once per year. Mr. Boos suggested this be discussed after the upcoming Comprehensive <br />Plan Visioning meeting. <br /> <br />Consensus was reached to approve the Park and Trail Plan Map, as updated, with the revision <br />suggested by Mr. Boos. <br /> <br />Case #4: Report on the 1998-2003 Capital Improvements Program <br /> <br />Mr. Boos explained that the Finance Committee recommended approval of the 1998 Capital <br />Improvement Program (CIP). The subsequent years will be discussed later this year. He reported <br />the City Council adopted the 1998 CIP including the tennis court at Central Park. They still need to <br />determine where the future fire station will be located. Mr. Boos explained that with the community <br />visioning process, the City will be able to determine community reaction and can then examine the <br />latter year of the CIP to determine what will work well and what needs to be reconsidered. <br /> <br />Case #5: Alpine Park Development Update <br /> <br />Mr. Boos updated the Commission on the Alpine Parks development schedule. He reported that on <br />Friday, September 5, 1997, bids were opened for the grading, paving, ballfield construction, and <br />irrigation. He advised that the City Council awarded the bid to Forest Lake Contracting for <br />immediate construction contingent on MPCA approval and receipt of cash from the land sale which <br />will close tomorrow. Trees have been removed from the road right-of-way. Mr. Boos explained the <br />MPCA has review authority over the area that Alpine Park will be built upon but he does not expect <br />there will be an issue.
