Antennas
require a conditional use permit (CUP). The subject property 'is 1.35 acres. Milestone Radio is
applying for a CUP to construct an eighty (80) foot lattice design radio antenna in order to
operate several radio stations on the subject property. The applicant is proposing to house twelve
(12) radio studios in the existing structure on the subject property. Mr. Gladhill explained the
antenna is needed to beam the radio signals to the various repeater towers that broadcast the
stations. City Code states that wireless telecommunications towers shall be constructed of a
monopole design. However, the applicant states that this design does not meet the needs of a
radio station broadcast. Towers of monopole design are designed to have some minimal
movement due to wind. This is sufficient for broadcasts such as cell phone towers, as they do
not require pinpoint accuracy. City Code does not address the type of antenna proposed by the
applicant. However, the applicant's radio broadcast is dependent on a completely stationary
antenna in order to beam a signal directly to a second repeater tower, which in turn broadcasts the
station. A lattice designed tower would meet such needs of this radio station. Design
alternatives are at the discretion of Council.

Planning Commission/ July 11, 2007
Page 2 of21
