Final Plat: GAD's Prairie <br />Staff Review Letter <br />May 19, 2007 <br />Page 4 of 5 <br />Architectural Standards: The R -2: Medium Density Residential district requires the following <br />architectural requirements: <br />1) The front facade. of structures shall consist of a minimum of 35% brick, stone, or <br />stucco. <br />2) A minimum of three colors shall be used .for each structure. Also, an effort should be <br />made to vary colors among structures. A color palette is required as part of the site <br />plan approval and building permit approval process. <br />3) All structures shall include at least 2 of the following items: <br />a. Articulated/cantilevered facade <br />b. Dormers <br />c. Articulated roof line <br />d. Balconies, porches, or decks <br />e. Window Treatments <br />It appears the proposed units will meet the 35% natural stone requirement. The unit facing <br />County Road 5 must incorporate these architectural elements on the side of the structure that <br />faces the road. This will be verified before the issuance of a building permit. The submitted <br />elevations meet City Code requirements with regard to architectural requirements. <br />Additionally, as part of the PUD rezoning and setback deviations, certain expectations about unit <br />design and architecture were agreed upon. The PUD was granted to allow for a unique housing <br />product, the detached townhome. The elevations submitted on April 14, 2007 by Croix Custom <br />Concepts shall serve as an exhibit to reflect the accepted architectural agreement in the <br />development agreement/PUD agreement. Any deviation to these elevations shall be subject to <br />staff or City Council approval. <br />Trail Development: The City is requiring the construction of a trail along the eastern edge of the <br />plat, adjacent to Nowthen Blvd.,. to facilitate a regional trail connection. Also, the 2007 Trail <br />Development Fee is $600 per dwelling unit, for a total of $4,200.00 <br />Park Dedication: The proposed plat was on the June 11, 2006 Park Commission agenda, and the <br />commission recommended satisfying park dedication requirements through a cash payment. The <br />2007 Park Dedication fee is $2,475 per residential dwelling unit, for a total of $17,325.00. <br />Sewer and Water Lateral Fees: The sewer and water lateral pipes will be extended at the <br />developer cost to the site as part of the GAD's Prairie development. <br />Sewer and Water Trunk Fees: All developments are subject to a sewer and water trunk fee. <br />The 2007 trunk fees total $3,144.00 per residential dwelling unit, for a total of $22,008.00. <br />Stormwater Management Fee: The 2007 stormwater management fee is $416 per residential <br />unit, for a total of $2,912.00. <br />The City Council will be meeting at 7:00 p.m. on Tuesday, May 22, 2007 at the Ramsey <br />Municipal Center located at 7550 Sunwood Drive, to review your final plat and final site plan.
