Councilmember , Elvig noted there was the suggestion of HRA monies, and there are <br />many things they can bring to the table to have at least one more shot at this. He would <br />rather table this than deny it. <br />Community Development Director Trudgeon stated staff feels they have been spinning in <br />circles for a year on this property. They have not had all three people in the room <br />together. He is not sure of the motivation of some of the people to help someone else out <br />here. There is a lot of open land in the community, but the infill like this is tough, and <br />this probably will not go away by itself. He asked if any access on Nowthen Boulevard is <br />acceptable now or in the fixture. He stated it if is not acceptable today and it will not be <br />acceptable down the road that may provide the answer on this. If the middle property <br />owner comes in, that same issue will be there until the top property develops. One option <br />would be that until that top property comes forward they will not move on any <br />development in this area or have direct city involvement. That is for the Council to <br />determine if that is appropriate city resources for a development. Staff will do as the <br />Council instructs, but at some point they will have to make a decision and someone will <br />probably be unhappy with that situation. He believes the Council will face the same <br />decision about allowing access for new development on Nowthen Boulevard; if the <br />answer is no in this case it should be no for the other case. The question for tonight is <br />really whether the Council wants to have access onto Nowthen Boulevard. <br />Mayor Gamec directed staff to try to get the property owners together and determine <br />something by the next Council meeting. <br />Councilmember Elvig noted the other option would be to step in and have the City help. <br />If someone will not participate and overcharges or takes advantage of the situation he <br />would feel compelled to step in at that point. <br />Associate Planner Dalnes stated there has been a plan for all three of these properties; she <br />has sat down with two of the three property owners with that plan and discussed it, and <br />there was no interest in working together or bringing the prices so that one person could <br />take it over. Her only concern is that this will get them nowhere, but they can come back <br />in two weeks. <br />Councilmember Strommen stressed that the key is if three of the three property owners <br />work together. <br />Motion by Councihnember Elvig, seconded by Councilmember Look, to table the request <br />for final plat approval of GAD's Prairie. <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Look, Dehen, <br />Jeffrey, Olson, and Strommen. Voting No: None. <br />—171— <br />
