CASE # <br />CONSIDER INTRODUCTION OF AN ORDINANCE TO AMEND SECTION 7.07 OF <br />THE RAMSEY CITY CODE (MUSIC FESTIVALS) <br />By: James Way, Police Chief <br />Background: <br />Presently Council deals with outdoor music festivals and concerts end times on a case by case <br />basis. Council and staff held a discussion at the July 17 Council work session with regard to <br />setting time limits on outdoor music. Several options were discussed (i.e. continue to deal with <br />outdoor music on a case by case basis, consider a possible entertainment zone along Highway <br />#10 where outdoor music would be allowed later than the current 10:00 p.m. limit, and possible <br />hours to allow outdoor music based on days of the week and holidays). [The 10:00 limit for <br />outdoor noise is stated in Chapter 5 of the Code (Public Nuisance).] <br />Consensus of the Council at the work session was to direct staff to proceed with amending the <br />City Code to allow outdoor music city -wide until 11:00 p.m. Staff has drafted a subsection for <br />dates and hours for festivals to Section 7.07 of the City Code. <br />The proposed ordinance for Council consideration would establish the dates and hours during. <br />which an outdoor music festival may be conducted. If Council approves this amendment by <br />introducing the proposed ordinance, staff will bring it forward for adoption on August 28.
