Case #7: Report from Public Works
1) Request to Vacate a Portion of Willemite Street
Public Works Director Olson stated on June 4, 2007, staff received a letter dated May 30, 2007
from Mrs. Linda Stenquist, property owner at 15240 Willemite Street, petitioning the City for the
vacation of the cul -de -sac which was platted in 1972 as part of the Greenland Hills subdivision
but was never constructed. Staff would have no objection to the vacation of a portion of the cul-
de -sac. However, it will be necessary to retain at least a 66 foot right -of -way through the
Willemite /152 Lane corner alignment. In addition, it may be advisable to retain the
easternmost 40 feet of the dedicated right -of -way for the future realignment of
Variolite/Uranimite Street. The recommended vacation is identified as the cross hatched portion
on the figure entitled Cul -de -sac Petitioned for Vacation ". Mr. Olson advised the
recommendation of the Committee was that the cross hatched portion of the Willemite Street cul-
de -sac be recommended for vacation, that staff be directed to initiate vacation procedures for this
portion of right -of -way, and that any, costs associated with the vacation would be the
responsibility of the applicant.
Councilmember Elvig explained that it was determined not to vacate the entire easement since
there is a portion that may be needed moving forward. There is the question as to whether to sell
the easement to the property owner; that was not part of the Committee's discussion.
Mayor Gamec asked if the easement has usually been given back to the property owner.
Public Works Director Olson replied the adjacent landowner normally receives the vacated
property. There was also discussion that any costs associated with the vacation would be the
responsibility of the applicant.
Motion by Councilmember Elvig, seconded by Councilmember Olson, to ratify the
recommendation of the Public Works Committee in Case No. 1 and that the cross hatched
portion of the Willemite Street cul -de -sac as identified on the figure entitled "Cul -de -sac
Petitioned for Vacation" be recommended for vacation, that staff be directed to initiate vacation
procedures for this portion of right -of -way, and that any costs associated with the vacation would
be the responsibility of the applicant.
Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Olson, Dehen, Jeffrey,
Look, and Strommen. Voting No: None.
2) Update on Dirt Driveway Paving
Councilmember Elvig stated there was a lot of debate between staff and among the Committee
regarding this type of program. He moved this forward for discussion by the full Council.
Public Works Director Olson indicated there has been some discussion in the recent past about
the potential of paving the ends of driveways that are abutting bituminous roadways. Staff
obtained . a cost estimate in the range of $2.50 per square foot. Most of the driveways are
between 60 and 100 feet long. Assuming a minimum width of about 12 feet, the cost per
City Council / July 10, 2007
