Chairperson Jeffrey stated if the precedent has been to send a letter in the past it needs to be dealt <br />with that way. He is not in favor of bringing the individual in for a hearing to ask him to defend <br />himself, saying that he will be off the EDA if they do not like what he says. <br />Councilmember Dehen stated a board member can be dismissed for attendance reasons, and <br />there is also the issue of bringing the City into disrepute. Chairperson Jeffrey's position seems to <br />be that on the attendance issue since warnings have been given in the past they should continue <br />to do that. His issue has been the connection between the stuff accumulating and the connection <br />with the EDA. He understands that things happen where people cannot get to the meetings, and <br />he is not going to condemn him for that. But on the other issue there should be a hearing if <br />everyone thinks there is a connection between the two. <br />Chairperson Jeffrey stated he thinks there is a connection and he is fine with bringing the <br />individual in to talk to him. However, he would be very careful of how they proceed with that <br />and how they allow for questioning, and that he be able to respond. This is not a courtroom and <br />he does not want him put on trial. <br />City Attorney Goodrich advised the hearing could include a statement of the allegations and the <br />facts that may bring disrepute to the City. The City Council would have to act as a judge only so <br />far as continued membership on the EDA. <br />Consensus of the Committee was to direct staff to schedule a hearing as discussed above with the <br />full Council and the individual present. <br />Interim City Administrator Nelson stated with regard to the abatement issue, staff understands <br />the importance of addressing this issue when the ordinance is in effect. With regard to the <br />individual's role on the board, that is where the Committee's input is needed. <br />City Attorney Goodrich advised a bigger picture would be to look at amending the ordinance in <br />relation to at -will appointments. <br />Chairperson Jeffrey directed staff to bring back a recommendation on how to proceed with this <br />type of ordinance amendment. <br />Case #2: Consider Ending the Probationary Period for Patrol Officer <br />Human Resources Manager Reed Kone stated on May 24, 2006, Chris Curtis was hired as a <br />patrol officer with the City. Mr. Curtis has successfully completed his one -year probationary <br />period as a patrol officer and the Police Chief recommends retaining Mr. Curtis as a full -time <br />regular patrol officer. <br />Motion by Councilmember Olson, seconded by Councilmember Dehen, to recommend that the <br />City Council adopt a resolution ending the probationary period for Mr. Curtis and granting status <br />as a full -time regular patrol officer. <br />Personnel Committee / July 24, 2007 <br />Page 5 of 6 <br />
