Mayor Gamec indicated two accesses are a must, as well as finishing the street going out to <br />Highway 47, rather than leaving a strip of dirt road. He noted it may be better for the road to <br />bend with another alignment, rather than the proposed cul -de -sac. <br />Councilmember Jeffrey pointed out this development would have two accesses if they could cut <br />across the Longfield property, and the developer may need to purchase that to build the road. <br />Community Development Director Trudgeon <br />Longfield came in to subdivide and the City <br />approval of the right -of -way was not included. <br />indicated about four to five years ago Mr. <br />requested right -of -way. However, in the end, <br />Councilmember Strommen stressed that there needs to be a second access, which was a large <br />reason why the original plat was denied. A change from 16 lots to 13 lots that are configured <br />differently does not eliminate the need for the access. In the rural areas where there is not access <br />to hydrants that is a particular issue. She also supports the recommendation that the road needs to <br />be more aligned with the northwest corner to create a better alignment. <br />Mayor Gamec suggested a temporary cul -de -sac to allow for an additional access in the future. <br />Councilmember Dehen stated he is fine with the plan the way it is laid out with the single access. <br />He understands there is always a public safety issue, but people love to live on cul -de -sacs. <br />Fire Chief Kapler stated immediately to the east of this area is the most remote area of Ramsey <br />as far as distance from a fire station. From a public safety standpoint, having a long single <br />access in this area would be much more acceptable if it were three miles closer to a fire station. <br />Timing to get to the area is an issue, and there will be a need to haul water. <br />Mayor Gamec stated his preference is for two accesses with the road completed out to Highway <br />47, moving the cul -de -sac to the property line, making it a temporary cul -de -sac with an <br />easement for a future road. He noted if the temporary cul -de -sac does not meet up in the future <br />for an additional access the easement could be returned to the property owner. <br />Councilmember Olson concurred. <br />Councilmember Look pointed out that the developer would need to negotiate with the property <br />owner to complete that road. <br />Ms. Wald inquired whether Shade Tree could be allowed to phase in the development while <br />achieving the access. She stated the property was purchased under a completely different <br />perception. <br />Councilmember Look suggested the possibility of building the east properties along the road in a <br />first phase. <br />City Council Work Session / July 24, 2007 <br />Page 3 of 6 <br />
