Abstain: Chair Cook. <br /> <br />Case #2: Alpine Park Fencing Request <br /> <br />Mr. Boos stated a resident present at the October 28, 1997 City Council meeting informed the <br />Council that a former City Administrator indicated a chain link fence would be installed at the <br />western property line of Alpine Park. Mr. Boos said Mayor Gamec received an additional request <br />for the fence after the October 28th meeting. <br /> <br />Mr. Boos explained that staff is in the process of obtaining cost estimates for the construction of a <br />42 inch high chain link fence and advised there are five homes on the 1,000 foot western property <br />line. He stated that presently the western portion of the park is not being developed for active <br />use. He indicated, should a fence be warranted, staffwould recommend it be installed in the same <br />year any significant development is planned for the westerly portion of the park, as not to detract <br />from funds necessary to provide improvements to the easterly, actively used area of the park. <br /> <br />Commissioner Ostrum inquired why a request for a fence was received when there are no people <br />present in the western portion of the park. Mr. Boos explained future hockey rinks were staked <br />in the area to accommodate grading of surplus soil and residents were concerned about park <br />development and in addition requested the remaining trees be protected to the extent possible. <br /> <br />Chair Cook questioned why the installation of a fence was being requested prior to reports of any <br />pedestrian problems and stated the fence appears to be a premature move. <br /> <br />Commissioner Droegemueller indicated hearing earlier resident concerns regarding wildlife <br />movement and suggested that a fence would hinder wildlife activity. <br /> <br />The Commission agreed that money would be better spent on landscaping to provide separation <br />between private property and the park, vs. a fence. <br /> <br />Commission consensus was to review the proposed fence on the western portion of the park the <br />next time improvements are discussed regarding Alpine Park. Mr. Boos indicated he would make <br />note of the proposed fence for the western portion of Alpine Park be tentatively scheduled for <br />review in the year 2000 as part of the C.I.P.
