The Council adopted the 1999 - 2003 Capital Improvement Program (CIP). Included was operational <br />planning for parks, streets, utilities and computerization over the next five years. Unlike some programs, <br />the City's CIP includes not only the anticipated projects, but also the funding mechanisms to make them <br />happen. <br />COMMUNITY DEVELOPMENT AND ENGINEERING <br />During 1998, there were 202 permits issued for new home construction with a total of 1,945 permits issued <br />(includes wells, decks, additions, commercial buildings, etc.). Total value of permits issued the past five <br />years have been: <br />Year Ending <br />December 31 Amount <br />1998 $ 35,212,900 <br />1997 28,915,142 <br />1996 42,329,300 <br />1995 28,318,900 <br />1994 25,890,409 <br />As a result of the recent building activity, the expected growth of the community through the year 2000 is <br />anticipated to be as follows: <br />Households Population <br />1990 Census 3,641 12,408 <br />1998 City Staff Estimate 5,573 18,600 <br />1999 City Staff Projection 5,757 19,000 <br />2000 City Staff Projection 5,909 19,500 <br />The preceding projections will be adjusted periodically and will vary depending on changes in the economy <br />and Council decisions. In September 1995, a Charter referendum was held which is expected to slow <br />residential growth of the community beyond the year 2000, but is not expected to dramatically impact the <br />above estimates due to existing land inventory in the Urban Service District and projected future planning <br />of rural planned unit developments. <br />In terms of commercial and industrial development the City issued building permits for 300,000 square feet <br />of commercial or industrial construction projects valued at $8,586,000. The projects included Chem <br />Graphics, Building Fasteners, Minnesota Tool and Dye, Peck Construction, Air Gas North Central A & R <br />Manufacturing, KCI Construction, Holiday RV, Bill's Superette, Diamonds Sports Bar, and Savannah Oaks <br />- a fifty-unit housing for senior citizens. <br />The City developed its own industrial park south of County Road #116 and east of Sunfish Lake Boulevard <br />in 1995 to encourage industrial development. During the past three years, the City Council has approved <br />more than one million square feet of commercial or industrial construction totaling more than $42 million <br />in market value. <br />PLANNING <br />In 1998, the City Council approved three new subdivisions including 105 residential and 19 commercial lots. <br />Additional activity for 1999 Council consideration is currently in process. With a stable economy, 1999 <br />should prove to be another busy year. <br />-vi- <br />
