<br />The following funds have a deficit balance at December 31, 1997:

<br />The City intends to fund these deficits through future tax levies, special assessment levies, tax increments,
<br />transfers from other funds, grants, and various other sources.
<br />In the Economic Development Authority Special Revenue Fund, total actual expenditures exceeded budgeted
<br />expenditures by $23,233.
<br />B. Budgets
<br />During 1997, the City did not adopt budgets for the Tax Increment, Landfill Tipping Fee, Landfill Abatement,
<br />Minnesota Department of Natural Resources Grant, Future Sealcoating, Peace Officers, Lawful Gambling, Tree
<br />and Sod Escrow, Equipment Revolving, or the Developer's Fees Special Revenue Funds. The following is a
<br />reconciliation between the Combined Statement of Revenue, Expenditures, and Changes in Fund Balance and the
