Fund Deficits <br />The following funds have a deficit balance at December 31, 1997: <br />Special Revenue Funds - <br />Landfill Abatement (922) <br />Debt Service Funds - <br />1995A Improvement Bonds (63) <br />' Capital Project Funds - <br />Section 22 Drainage District (5,325) <br />Improvement Revolving (108,142) <br />Mississippi Drainage District (29,467) <br />' Rum River Drainage District (8,976) <br />Enterprise Funds - <br />Sewer Utility Fund (138,844) <br />r <br />The City intends to fund these deficits through future tax levies, special assessment levies, tax increments, <br />transfers from other funds, grants, and various other sources. <br />In the Economic Development Authority Special Revenue Fund, total actual expenditures exceeded budgeted <br />expenditures by $23,233. <br />B. Budgets <br />During 1997, the City did not adopt budgets for the Tax Increment, Landfill Tipping Fee, Landfill Abatement, <br />Minnesota Department of Natural Resources Grant, Future Sealcoating, Peace Officers, Lawful Gambling, Tree <br />and Sod Escrow, Equipment Revolving, or the Developer's Fees Special Revenue Funds.
