MAJOR INITIATIVES (continued) <br />ommunity Development and Enpineering,.(continuedl <br />As a result of the recent building activity, the expected growth of the community through the year 2000 is <br />anticipated to be as follows: <br />1990 Census <br />1996 Metropolitan Council Estimate <br />1997 City Staff Projection <br />2000 City Staff Projection <br />Households Population <br />3,641 12,408 <br />5,056 16,431 <br />5,257 17,342 <br />5,847 19,295 <br />The preceeding projections will be adjusted periodically and will vary depending on changes in the economy and <br />Council. decisions. In September 1995, a Charter referendum was held which is expected to slow residential growth <br />of the community beyond the year 2000, but is not expected to dramatically impact the above estimates due to <br />existing land inventory in the Urban Service District and projected future planning of rural planned unit <br />developments. <br />This past year has been the most active in Ramsey's history in terms of commercial and industrial development. <br />The City Council approved site plans for 530,273 square feet of commercial. or institutional construction projects. <br />Among the seventeen such projects is the new headquarters for the Anoka Electric Cooperative and Vision Ease <br />Lens, both of which are under construction at the intersection of Ramsey Boulevard and Sunwood Drive. Starting <br />in 1995, the City developed its own industrial park which includes most of the property south of County Road #116 <br />and east of Sunfish Lake Boulevard. As a result of that opportunity, the City has realized the completion of eight <br />industrial projects [on parcels near the main industrial park] and more are underway, or in the planning stages, for <br />1997 construction. Over the past three years, over one million square feet of commercial or industrial construction, <br />from thirty-seven projects, totaling over $34 million in market value, has been approved by the Council. <br />During 1996, the City also expanded its own facilities with the addition of a new police office building. This <br />10,500 square foot facility is located behind City Hall with its primary access off 153rd Avenue. The building was <br />completed in December at a cost of just under $600,000. The building was sufficiently sized to handle police <br />department needs for activity levels expected at the City's maximum population. It was sited such that if City Hall <br />ever needs to be expanded, the two buildings can easily be connected. <br />Tannin <br />In 1996, the City Council approved 18 new subdivisions including 95 residential and 23 commercial lots. <br />Additional activity for 1997 Council consideration is currently in process. With a stable economy, 1997 should <br />prove to be another busy year. <br />On November 26, 1996, the City Council approved the 1997 - 2002 Capital Improvement Program. This document . <br />projects the priority and the schedule for completion of $11,411,925 in public improvements over the next six years. <br />Most of these improvements are funded through dedicated funds that are set aside specifically for the noted project. <br />A few projects will require general tax levy in order to realize completion. It is this document that gives the <br />community the best picture of projected new roads, utilities and parks over the next several years. <br />iv <br />
