The City Council is responsible for: 1 ) Assuring that the City administration fulfills it's responsibilities in the preparation of financial statements; and 2) Engaging the independent public accountants with whom the City Council reviews the scope of the audits and the accounting principles to be applied in financial reporting. To ensure complete independence, Pannell Kerr Forster has full and free access to meet with the City Council to discuss the results of their examination and their assessment of the adequacy of internal accounting controls and the quality of financial reporting. CERTBFO©QTE OF 1,1C HOEMC M ENT FOR EXCELLENCE Ob MAMMAL REPORTING The Government Finance Officers Association of the United States and Canada (GFOA) awarded a Certificate of Achievement for Excellence in Financial Reporting to the City of Ramsey, Minnesota for its Comprehensive Annual Financial Report for the fiscal year ended December 31, 1987. In order to be awarded a Certificate of Achievement, a governmental unit must publish an easily readable and efficiently organized Comprehensive Annual Financial Report whose contents conform to program standards. Such reports must satisfy both generally accepted accounting principles and applicable legal requirements. A Certificate of Achievement is valid for a period of one year only. I believe the current report continues to conform to Certificate of Achievement program requirements, and this year's report will be submitted to GFOA to determine its eligibility for another Certificate.
