City of Ramsey <br />15153 NOWTHEN BOULEVARD N.W., RAMSEY, MINNESOTA 55303 • (612) 427 -1410 <br />Honorable Mayor and City Councilmembers <br />City of Ramsey <br />15153 Nowthen Blvd. N.W. <br />Ramsey, Minnesota 55303 <br />Dear Honorable Mayor and Councilmembers: <br />In accordance with the laws of the State of Minnesota and the Charter of the City of Ramsey, I <br />hereby transmit the Comprehensive Annual Financial Report (CAFR) for the City of Ramsey for <br />the fiscal year ended December 31, 1988. This report includes a comprehensive letter from <br />Finance Officer Sandra G. Ashley which assists the reader in understanding the several funds, <br />account groups, and matters contained in the report. This document represents the City's <br />efforts to report accurately and completely financial transactions and position of the City of <br />Ramsey for fiscal year ended December 31, 1988. <br />ECONOMIC CONDITIONS AND MAJOR INITIATIVES: <br />The City of Ramsey is a suburb of the greater Minneapolis -St. Paul Metropolitan <br />Area with an approximate population of 12,000 people. The City is 32 square <br />miles in size and is sparsely developed to the northwest with greater development <br />densities to the southeast. The City currently enjoys constant to heavy <br />residential and commercial growth. A major trunk highway (U.S. Highway #10) <br />traverses the City providing excellent access to Ramsey's 1,200 acres of <br />commerciaVindustrial zoned areas. <br />As a growing suburb, much of the City of Ramsey's efforts are spent dealing with <br />growth- related issues such as development standards, parks development, and <br />the development of trade and commerce. Examples of these growth activities are: <br />• A volunteer fire department is being established which is intended <br />to serve the entire City of Ramsey by January 1, 1991. <br />• Long range plans are being made to establish predictable <br />boundaries for high development densities and low development <br />densities. <br />• A new computer system has been purchased and installed to assist <br />in the tracking of property- related information and to aid the <br />management of a growing number of parcels. <br />
