that she is not sure the County will want that property back. She inquired who the City should
talk to about the entire T.H. #47 corridor.

Mr. Coughlin stated that the T.H. #47 Manager is Mukhtar Thakur. He's been here a long time
and is in the planning and project development area.

Councilmember Haas Steffen inquired how much time we have to decide on this project.

Mr. Jankowski responded that we would have to have the project awarded by June 30, 1998, so it
would have to be submitted to MnDOT by about January 1.

City Administrator Schroeder asked about adding extra money to this project.

Mr. Coughlin replied that we need to be able to show additional benefit to the trunk highway
system. The second project does not really show a lot of benefit.

Mr. Jankowski stated that the City built a frontage road to take some traffic offofT.H. #47. The
highway would benefit from having that signalized to enable people to get back to the frontage
road.

Mr. Coughlin commented that they have $3 million a year. The City of Ramsey could have
asked for a million dollars and MnDOT could have said their average is $500,000. He suggested
talking to Kevin Hoglund.

Councilmember Zimmerman reported that the City has been very staunch about getting rights-of-
way - and that is helping out the state.

Councilmember Haas Steffen asked if, on it's own initiative, did Mr. Coughlin see the State
doing anything about T.H. #47.

Mr. Coughlin felt if the State was going to do anything, they would be here today.

Discussion ensued relating to a corridor study. Councilmember Haas Steffen commented that we
need to try to plan now.

Councilmember Zimmerman reiterated that Ramsey is trying to help out the transportation
system. We have fought for this to make sure we have sufficient right-of-way.

Upon inquiry, Mr. Coughlin stated that the City should sit down with MnDOT's planning and
pre-design people.

Mayor Gamec stated that the City has made a commitment to its people and if we back out of the
projects now, it will be a bad situation. He said it seems we are no better offto the north than we
were 15 or so years ago.

Road and Bridge Committee/May 19, 1997
