this. Mr. Jankowski stated that if we can shrink the land acquisition cost to zero, there is no <br />problem with funding the right-of-way acquisition. We could maybe use MSA funds, however, <br />we would then have to redefine the MSA system. <br /> <br />Councilmember Haas Steffen was opposed to designating City MSA mileage for County road <br />purposes and suggested it would be better to get a short term loan to cover the land acquisition <br />costs. <br /> <br />Case #3: Consider Revision of Snow and Ice Control Policy <br /> <br />City Engineer Jankowski stated that at the October 14, 1997 Road and Bridge Committee <br />meeting, the Committee asked that costs be presented for a four-hour snow removal. For a <br />normal snowfall - two to four inches - the plowing is basically completed within six hours on the <br />major routes. The last two hours are to clean out cul-de-sacs, etc. <br /> <br />Councilmember Haas Steffen mentioned that the County starts their plows immediately when <br />there's snowfall and their goal is blacktop. <br /> <br />It was thought that a four-hour snow removal process would be cost prohibitive. This issue <br />could be reviewed again after the first of the year with Dean Kapler when he is in the position of <br />Public Works Director. <br /> <br />Case #4: Update on Traffic Circle <br /> <br />City Engineer Jankowski reported that there has been some problems with vandalism to the <br />traffic circle installed at 149th and Peridot. He stated that there is also a problem with the longer <br />wheel base vehicles being able to negotiate the circle when traveling westbound. He noted that <br />the circle is located farther from the southern edge of the pavement than it is supposed to be. If <br />we move the circle south, we think these vehicles (i.e. buses) can better negotiate the circle. He <br />proposed moving the circle three feet. <br /> <br />Public Works Supervisor Mevissen felt that the traffic circle is a hazard and should not be in the <br />road at all. He also expressed concern about snowplowing in that area. <br /> <br />Councilmember Haas Steffen felt that the circle was the most inexpensive way for a temporary <br />fix for that area's speeding traffic. She suggested it be given more of a chance. <br /> <br />Consensus was that the Public Works Department would move the traffic circle three feet to the <br />south. <br /> <br />Case #5: <br /> <br />Consideration of Replacing Chapter 8.30 of City Code (Sewage Disposal <br />Systems) with Minnesota Rules Chapter 7080 <br /> <br />City Engineer Jankowski reported that by State law, the City is required to bring its ordinances in <br />conformance with Chapter 7080 by December 31, 1997. He presented a model ordinance <br />provided by the Minnesota Pollution Control Agency.
