Absent: Councilmember Elvig. <br /> <br />COUNCIL BUSINESS <br /> <br />Case #1: <br /> <br />Request for a Conditional Use Permit for Milestone Radio to Construct <br />Radio Antenna; Case of Milestone Radio <br /> <br />Management Intern Gladhill stated Milestone Radio has submitted a site plan for the <br />construction of an 80-foot radio antenna on the property located at 14443 Armstrong Blvd NW. <br />Antennas require a Conditional Use Permit (CUP). The subject property is 1.35 acres. The <br />purpose for the antenna is to operate several radio stations on the subject property. The applicant <br />is proposing to house 12 radio studios in the existing structure on the subject property. The <br />antenna is needed to beam the radio signals to the various repeater towers that broadcast the <br />stations. Mr. Gladhill advised City Code states that wireless telecommunications towers shall be <br />constructed of a monopole design unless Council determines that an alternative design is <br />warranted. City Code does not establish any specific design for antennas, except that they <br />should blend into the surrounding environment through color and design. <br /> <br />Management Intern Gladhill stated towers of monopole design are designed to have minimal <br />movement to sustain wind loads. This movement is sufficient for broadcasts such as cell phone <br />towers, as they do not require pinpoint accuracy. However, the applicant's radio broadcast is <br />dependent on a completely stationary antenna in order to beam a signal directly to a second <br />repeater tower, which in turn broadcasts the station. A lattice designed antenna would meet such <br />needs of the radio station. Mr. Gladhill advised City Code also requires that the foundation of <br />the antenna be set back 1.5 times the height of the antenna to any property line adjacent to a <br />residential district. The subject property is adjacent to one residential parcel, and the site plan <br />indicates that this setback is met. The remaining surrounding properties are zoned B-2 Business. <br />The proposed antenna adheres to the required setbacks. Mr. Gladhill stated the applicant is also <br />proposing to add a six foot radius satellite dish on the subject property in the future.
