Absent: Councilmember Elvig. <br /> <br />Further discussion: Councilmember Jeffrey inquired about the timing of the Ramsey studio for <br />Milestone Radio. Mr. Carpenter replied closing is scheduled for July 31. Once they move in <br />there will be some remodeling, and they are targeting to go live right after Labor Day. They <br />want to be located in Ramsey when the Happy Days Festival occurs. Interim City Administrator <br />Nelson thanked Mr. Carpenter for the assistance from Milestone Radio and their work with <br />Happy Days that will make this year's event even greater. Management Intern Gladhill stated <br />Mr. Carpenter and staff have been extremely helpful working with Happy Days. <br /> <br />Case #2: <br /> <br />Requests for an Amended Conditional Use Permit and Site Plan Review for <br />Northern Counties Secretarial Services; Case of Carol Lublin <br /> <br />Associate Planner Geisler stated Northern Counties Secretarial Services (NCSS) is located at <br />6139 157th Lane NW. The property is zoned R-1 Residential. Lord of Life Church used to <br />occupy the building on the property before they built their new church south on Nowthen Blvd. <br />In 1991, City Council issued a Conditional Use Permit (CUP) to Carol Lublin to occupy the <br />vacant building with her secretarial service, other professional offices, and daycare services. Ms. <br />Lublin is now looking to expand the building to accommodate a new daycare facility and a small <br />deli; to add a deli requires an amendment to the CUP. The current CUP allows building <br />expansions up to a 22,000 square foot footprint; after expansion the building would be 11,084 <br />square feet in size. <br /> <br />Associate Planner Geisler stated the site plan was evaluated according to B-1 Business District <br />zoning standards, as well as some specific setback requirements called out in the existing CUP. <br />The site plan meets all setback requirements. Forty-eight parking spaces are required per City <br />Code. Staff recommends that the unused portion of the parking lot be removed and sod installed, <br />and that the remaining parking receive an overlay. The building currently gains access from <br />157th Lane. The existing building material consists of brick. The expansion is proposed to be a <br />combination of brick and 'i4-10g siding. Both materials are permitted in the B-1 District. Ms. <br />Geisler stated the Planning Commission reviewed the proposal at their July 1, 2007 meeting. <br />There were several neighbors who spoke at the public hearing who were concerned about the <br />appropriateness of allowing the business to expand in a residential area, and specifically about <br />increased traffic resulting from the deli and daycare operation. The Planning Commission <br />expressed similar concerns to those raised at the hearing, but ultimately determined that the <br />request to add the deli was reasonable and a possible amenity for the neighborhood. The <br />Commission directed staff to review the proposal according to B-1 Business bufferyard <br />landscape requirements.
