<br />Anoka County Commissioner Berg replied it is prevented by the County Board. <br /> <br />Councilmember Look asked if money would be transferred to cover a project if Ramsey puts into <br />a pool and there is another community within the County that has very specific requirements that <br />exceeds the amount of money in their pool, or if Ramsey's money would grow in perpetuity if it <br />is not used. . <br /> <br />Ms. Skepper stated with the process used by the HRA, the funds continue to grow for the City. <br />If another city were to want to do a project the County would use their bonding ability to help <br />them fund that project, rather than raiding other communities' pots of money. Unless they went <br />to a completely regional system they would not go into other communities' areas. <br /> <br />Councilmember Jeffrey stated the City supported the Anoka County Partners, which the County <br />supported at $10,000 last year. When the topic of the County EDA came up at the Anoka <br />County Partners Board meeting he made the comment that this will create a separate <br />organization or a County organization that will be in direct competition with something they <br />supported last year. He believes the County has pulled its support and funding for Anoka <br />County Partners. <br /> <br />Anoka County Commissioner Berg indicated it is a fair statement that is likely to happen. The <br />County outlined very specifically what was expected one year ago when they increased the <br />funding with certain benchmarks to be met. <br /> <br />. Councilmember Jeffrey stated the Anoka County Partners may come back and ask the City to <br />support them at a certain level, and there will also be a decision on the County EDA. He is not <br />prepared to make a decision until he finds out the existence or non-existence of the support for <br />the Partners. His feeling is that they would not support both engines with dollars. If the County <br />will take on an EDA, their resources will be pooled and the Partners will likely become extinct <br />because it will not receive any funding from the County or the communities that opt into this. <br /> <br />Mayor Gamec commented the question would be whether the City needs two funds. His <br />. personal feeling is that he does not think Anoka County Partners will be around. The big <br />question is whether or not the City thinks there is a real advantage with the County EDA over <br />and above what they are doing now. It is great that the County is getting involved and this will <br />be a good opportunity for communities. <br /> <br />Councilmember Look stated he sees this as being a good thing for communities that do not <br />currently have an EDA. He asked if the City EDA is levying the maximum allowed by law. <br /> <br />Economic Development Coordinator Sullivan replied last year the EDA levied the maximum <br />allowed by law. <br /> <br />Councilmember Look clarified the County EDA is an additional vehicle by which in essence <br />more could be levied. <br /> <br />City Council Work Session I July 31, 2007 <br />Page 6 of 18 <br />
