groundwater supply that would be corrected with the surface water supply. Water capacity will
run out in three years and some answers will be needed as to whether the DNR will allow more
ground water capacity or if the City will have a surface water treatment facility. In either case it
will eliminate the need for this temporary well house.

Mayor Pro Tern Elvigpointed out that the majority of this cost is not due to the stick structure, it
is the concrete slab and equipment included inside. He inquired about the downsizing of the
structure.

Civil Engineer II Linton explained the cost of the structure came in over the engineer's estimate.
The engineer has been working with the contractor to reduce the footprint and generate as much
cost savings as possible. Also, the chlorine room does not need as heavy duty of an air
conditioner. Cost savings are still being worked on by staff.

Public Works Director Olson indicated the cost savings may be up to $60,000, and would need to
be brought back as a change order. There had been consideration of going with liquid chlorine
instead of gas, but he is leery about that as their operators are used to dealing with gas chlorine.
Staff would like to get started on the construction as soon as possible, and the IUP is necessary
for construction.

Motion by Councilmember Jeffrey, seconded by Councilmember Strommen, to adopt Resolution
#07-07-159A approving the issuance of an Interim Use Permit to the City of Ramsey public
Works Department allowing the construction of a temporary well house structure on the property
located at 15050 Armstrong Boulevard NW (Fire Station 1), Based on Findings of Fact #0799
and declaring the terms of same.

Motion carried.
