Case #2: Anoka County 2015 Comprehensive Plan Draft <br /> <br />City Engineer Jankowski explained that Anoka County is in the process of updating its <br />Comprehensive Transportation Plan. This plan supersedes the 2010 plan. He presented the <br />major elements in the draft plan of significance to the City. <br /> <br />Councilmember Haas Steffen stated that Ramsey should have conversation with the County <br />about the Mississippi River crossing location being unchanged. The line should be drawn so <br />crossing over the river goes up to C.R. #116 and then T's and you can go fight or left. She liked <br />the idea of a T to have a couple avenues north. <br /> <br />Mr. Jankowski stated that the plan continues to call for a jurisdictional change of the C.R. <br />#56/C.S.A.H. #5 corridor from the County to MnDOT, and for the transfer of T.H. #47 to Anoka <br />County. <br /> <br />Councilmember Zimmerman stated he does not think too much of the State taking over C.R. #56. <br /> <br />Councilmember Haas Steffen stated she doesn't care as long as you can go two ways to the <br />north. <br /> <br />Discussion ensued relating Lord of Life's parking lot and a possible park and ride. It was <br />suggested that the County and Lord of Life should be in on conversation regarding same, <br /> <br />Mayor Gamec had to leave for another meeting (7:00 p.m.) <br /> <br />Discussion ensued relating to traffic counts. Mr. Jankowski reported that the traffic count on <br />T.H. #47, just north of C.R. #116 is about 14,400 - 17,500 dictates a four lane. <br /> <br />Councilmember Haas Steffen commented that they will never get a four-lane through Anoka. <br /> <br />Mr. Jankowski noted that the Plan calls for Highway #10 to be upgraded to a four-lane freeway <br />up to Armstrong Boulevard. <br /> <br />Councilmember Haas Steffen suggested that would be difficult to do in the City of Ramsey. She <br />wondered how we would get our people onto Highway #10 safely. She thought there should be <br />discussion about where the interchanges would be. <br /> <br />Mr. Jankowski read the following: the Staging of Improvements call for: (a) the improvement <br />of C.R. #83 north of C.R. #63, and C.R. #22 to the west County line between 1997 and 2001; (b) <br />C.R. #116 extension C.R. #56 and C.R. #83 between 2002 and 2010; and (c) the Mississippi <br />River crossing, C.R. #56/C.S.A.H. #5, and Highway #10 improvements. <br /> <br />Consensus of the Committee was that Mr. Jankowski should draft a letter to send to MnDOT that <br />says here's our questions and we would like to discuss Highway #10 crossing over the fiver and <br />discuss the differences between the 2010 and the 2015 plan and have conversation about a "T" <br /> <br />Road and Bridge Committee/December 16, 1997 <br /> Page 7 of 8 <br /> <br /> <br />
