CASE <br /> <br />REQUEST FOR SITE PLAN APPROVAL; CASE OF JULIAN JOHNSON <br /> By: Sylvia Frolik, Zoning Administrator <br /> <br />Background: <br /> <br />The City of Ramsey has received a request for site plan review and approval from Julian <br />Johnson. The plan proposes to construct a 48,000 square foot multi-tenant office, manufacturing <br />and warehouse building in Business Park 95 4th Addition. The following items are enclosed: <br /> <br />a) Site location map <br />b) Site plan <br />c) City StaffReview Letter dated April 30, 1997 <br /> <br />Observations: <br /> <br />The site is proposed to have two accesses onto McKinley Street. The City Engineer has <br />recommended that these accesses are located so that they are a minimum of 100 to 150 feet from <br />the intersection of Unity Street and McKinley Street or that an access be aligned with Unity <br />Street on the north side of McKinley. The site is zoned Industrial which is appropriate for the <br />intended use. The proposed structure meets City Code requirements for lot coverage, building <br />height and setbacks. The structure facing is proposed to consist of pre-cast exposed aggregate <br />and random ribbed panels which is accordance with City Code. The facility will be served by <br />sanitary sewer and municipal water. <br /> <br />In accordance with City Code, there will be a 20-foot wide landscaped area along McKinley <br />Street. The applicant is also proposing to establish a combination of trees, shrubbery, and turf on <br />the site. Staff has recommended that the Norway maples be substituted with a more hearty <br />species for Ramsey soils. Provided no outdoor storage is proposed, there will be no screening <br />required from the adjacent industrial parcels or the street. <br /> <br />City Code requires one parking space for every employee on the maximum working shift for <br />industrial uses. The site plan does not indicate the number of employees projected for the facility <br />so staff cannot make a determination as to whether or not the 65 parking spaces proposed are <br />sufficient. All of the driveways, loading areas and off-street parking areas are proposed to be <br />surfaced with bituminous and finished with B612 concrete curb. <br /> <br />At the date of this writing, the City had not received a grading and drainage plan. However, the <br />Staff review letter provides direction for the development of such a plan. Said plan will be <br />subject to approval of the City Engineer. The site plan is also deficient of a 100 percent screened <br />waste storage plan if in fact the waste storage is to be conducted outside the building. <br /> <br />The site plan also does not identify a 100 percent screened waste storage plan if the waste storage <br />is to be conducted outside the building. <br /> <br /> <br />
