CASE <br /> <br />REQUEST FOR SITE PLAN APPROVAL OF AMCON WEST; <br />CASE OF AMCON CORPORATION <br /> By: Sylvia Frolik, Zoning Administrator <br /> <br />Background: <br /> <br />The City of Ramsey has received a request for site plan review and approval from Amcon <br />Corporation. The plan proposes to construct a 48,390 square foot multi-tenant office, <br />manufacturing and warehouse structure in Business Park 95 4th Addition. The following is <br />included: <br /> <br />a) Site location map <br />b) Site plan <br />c) Staff review letter dated April 30, 1997 <br /> <br />Observations: <br /> <br />The site is proposed to have two accesses onto McKinley Street. The site is zoned Industrial <br />which is appropriate for the intended use. The proposed structure and its future expansion meets <br />City Code requirements for lot coverage, building height and setbacks. The structure facing <br />material is not clearly indicated on the site plan but it appears that it will be a pre-cast concrete <br />panel. The facility will be served by sanitary sewer and municipal water. <br /> <br />In accordance with City Code, there will be a 20ofoot wide landscaped area along McKinley <br />Street. Provided no outdoor storage is proposed, there will be no screening required from the <br />adjacent industrial parcels or the street. <br /> <br />City Code requires one parking space for every employee on the maximum working shift. The <br />site plan does not indicate the number of employees ultimately projected for the facility so staff <br />cannot make a determination that the 156 parking stalls proposed are sufficient. It is assumed <br />that all driveways, loading areas and off-street parking areas are proposed to be surfaced with <br />bituminous and finished with B612 concrete curbing. Clear identification of these site <br />improvements must be noted on the site plan. <br /> <br />At the date of this writing, the City had not received a grading and drainage plan. However, the <br />Staff review letter provides direction for the development of such a plan. Said plan will be <br />subject to approval of the City Engineer. The site plan is also deficient of a 100 percent screened <br />waste storage plan if in fact the waste storage is to be conducted outside the building. <br /> <br />The proposed site plan meets all the requirements of the Business Park 95 covenants. <br /> <br /> <br />
