<br />into ISlst Lane westbound. Public Works Director Olson responded in the negative. He <br />explained there would be a right hand turn from southbound to westbound, a left turn lane <br />northbound to westbound, and a bypass lane for those turning left so they can continue <br />north. Councilmember Elvig explained if they include a sidewalk on the north side and <br />have a crosswalk at the intersection his concern is people coming at 55 mph and <br />slamming on the brakes to make an immediate right turn, as opposed to a turn lane where <br />there is an opportunity to slow down and stack, and carefully move to the right lane. <br />Councilmember Cook noted one thing to point-out is that this development will shorten a <br />long cul-de-sac and provide another access out. Councilmember Jeffrey asked if the <br />bypass lane in this case will interfere with the entrance to the existing City Hall. Public <br />Works Director Olson explained this location will be almost identical to the situation at <br />Lord of Life for the Ponds subdivision where there is a northbound bypass lane, a left <br />turn into the Ponds subdivision, and a right turn lane for Lord of Life. There is a <br />possibility of drivers continuing in the bypass lane to make a right hand turn. <br />Councilmember Strommen expressed concern regarding the finding in relation to the <br />traffic impacts. She stated the developer has made changes that address a lot of the <br />issues, but she is not sure they are there yet. It is difficult to understand the entire <br />situation with the plat cutting off. She has to travel CR 5 every day to get out of her <br />neighborhood, and the whole picture of this area needs to be seen. The situation with <br />Lord of Life and The PORds subdivision is not ideal. She does not know that she can say <br />she agrees with the finding in relation to traffic impacts without having looked at the <br />whole picture. CR 5 is not a safe road with people driving 55 mph, and turning right and <br />left. In addition, Councilmember Jeffrey has brought up a good point about the simation <br />at the old City Hall. She stated she would like to review CR 5 from Alpine Drive to <br />Sunwood Drive. Councilmember Elvig indicated this is a concern to him as well. He <br />suggested moving this development along with the Alpine Drive/Nowthen Boulevard <br />intersection to be reviewed. Mayor Gamec asked if there will be a turn lane going into <br />The Meadows. Public Works Director Olson replied the intersection of Sunwood Drive <br />and CR 5 will get turn lanes as part of the GM plat. There will be a lot of improvements <br />that occur to this street. He understands CR 5 is a fast moving street, but his concern is in <br />asking this developer to take on too much. Councilmember Strommen explained she is <br />not asking this developer to take on all of the improvements, but she would like to review <br />the entire picture of this area. Without doing this it is difficult to say if she can agree <br />with the finding statement in relation to the traffic impacts. Community Development <br />Director Trudgeon advised the 120 day timeline has been reached with this development <br />request. Ms. Jody Shank, 5908 151 st Lane NW, stated the 35 mph school zone stops <br />before 151 st Lane and there will be people increasing their speed, stopping to turn left <br />onto 151 st Lane, and stopping to turn right. Councilmember Elvig asked procedurally if <br />the finding statement regarding the traffic impacts could be pulled, or if this intersection <br />would be targeted as a condition. Councilmember Jeffrey indicated this is a critical <br />statement to include in the findings. Mayor Gamec suggested a recommendation that a <br />review of the traffic impacts on this entire stretch come back before the Council. City <br />Attorney Goodrich suggested if the Council is proceeding to a vote, that the motion on <br />the floor be amended to include condition no. 4, stating that the land use change will be <br />contingent on preliminary plat approval of Skyline Pointe. <br /> <br />-158- <br /> <br />
