DNR Waters - 1200 Warner Road, St. Paul, MN 55106-6793
Telephone: (651) 772-7910 Fax: (651) 772-7977

August 22, 2007

Amy Geisler, Associate Planner
City of Ramsey
7550 Sunwood Drive NW
Ramsey, Minnesota 55303

RE: Proposed Minor Subdivision ofOatlot A, Alpaca Estates 3rd Addition, City of Ramsey,
Anoka County

Dear Ms. Geisler:

I have reviewed the information you sent regarding Outlot A of Alpaca Estates 3rd Addition and
have the following comments for your consideration:

1. This property is in the Critical Area of the Mississippi River, which is also part of the
Mississippi National River and Recreation Area (MNRRA).

2. This parcel was designated as an Outlot when the Alpaca Estates 3rd Addition was subdivided
according to rural standards for lots that require an on-site septic system and water supply.

3) This area is now within the metropolitan urban services area and lot size requirements to
accommodate septic systems are not necessary for properties that will be hooked up with city sewer
and water. However, this current proposal for development of Outlot A does not include city sewer
and water hookup. Based on this, I can't recommend approval of this subdivision.

Thank you for the opportunity to comment. Please feel free to contact me if you have questions.

Sincerely,

Julie Ekman
Area Hydrologist

-177-
