<br />CASE # '1 <br /> <br />CONSIDER APPROVAL OF SPECIAL EVENTS PERMIT; <br />CASE OF VETERAN'S LAKE INC., (JOHN ENSTROM) <br />By: Jo Thieling, City Clerk <br /> <br />Background: <br /> <br />Staff has received an application for a Special Events Permit from Veteran's Lake, Inc. _ John <br />Enstrom. Mr. Enstrom is planning a military dedication of a granite monument honoring the <br />Minnesota Heroes who have been killed in war since 9/11 in Iraq and Afghanistan. The event <br />will be held on Mr. Enstrom's property at 8702 - 181 5t Avenue NW. Normally this type of case <br />could be approved on the Consent Agenda providing Council had a chance to review it in work <br />session or have a preliminary review at a regular Council meeting. This event is scheduled for <br />September 2, therefore, time constraints did not allow for preliminary review. Mr. Enstrom will <br />be present to answer questions or concerns Council may have. <br /> <br />Mr. Enstrom estimates the number of spectators will easily surpass 10,000. Staff spoke with Mr. <br />Enstrom about traffic control, parking, security, liability insurance, first aid, food handling, trash <br />collection and toilet facilities. Staff requested that Mr. Enstrom provide a diagram showing the <br />location of everything, similar to what Lord of Life provides for HarvestFest. At the time of this <br />writing, the diagram was not available, however, Mr. Enstrom stated he would bring that in as <br />soon as possible and it will be presented to Council at their meeting. <br /> <br />Mr. Enstrom has assured staff that all the issues/concerns discussed have been addressed. <br />Attached to the application is a list of how these items will be handled. However, on Thursday, <br />August 23, staff contacted the Sherburne County Sheriffs Department and the Elk River Police <br />Department and they did not have staff dedicated for this event. <br /> <br />Staff is requesting Council consider waiving the special events permit fee because of the nature <br />of the event and that it is open to the public at no charge to attend; however, donations will be <br />accepted. As you are aware, the City's fee schedule states that fees for special events permits <br />will be calculated on a case by case basis. <br /> <br />Police presence has been required for security at each event that is open to the public. There has <br />been a fee charged for those services at all the special events in the past (i.e. Lord of Life <br />HarvestFest, S1. Katherine Drexel Party in the Park, Diamonds for the event that would donate to <br />families of troops in Iraq, etc.). Fire personnel presence has also been required for any event <br />having fireworks and Mr. Enstrom is planning fireworks for that evening. There has also been a <br />charge in the past for firefighters to be present. (The fireworks permit has been approved by the <br />Fire Marshal and the location will be inspected prior to the event by the Fire Chief.) <br /> <br />Funding Required. <br /> <br />There is no funding required from the City. The hard costs associated with this permit will be <br />for police and fire services, however, that will be charged back to the applicant. <br /> <br />-195- <br /> <br /> <br />
