The trustees of the ACHRA have met and it <br />was clear that they thought that dollars levied under the EDA should be kept within the <br />communities in which they were levied. On August 15,2007, Anoka County Partners <br />has discussed ceasing operation and preparing an exit strategy by the end of 2007 based <br />directly on the lack of financial support from Anoka County. The Ramsey EDA had <br />pledged $10,020/year to Anoka County Partners to help serve as a central clearing house <br />for Anoka County economic development inquiries and to put together a single web site <br />to have pertinent economic development information available. At the August 9th EDA . <br />meeting the EDA made a recommendation to City Council to not opt in to the County <br />EDA. This decision was based on the available information at the time which did not <br />know that Anoka County partners was dissolving; dollars would be spent within the City, <br />and the potential levy impacts. <br /> <br />The fiber optic study does seem intriguing from an economic development aspect. If the <br />City is not interested in opting in to the County EDAit still could pledge money to <br />support this study. <br /> <br />Funding Source: <br /> <br />The City of Ramsey's Taxable Market Value is the funding source. By opting into the <br />EDA portion of the ACHRA would mean a tax increase for Ramsey businesses and <br />residents. <br /> <br />Recommendation: <br /> <br />Staff recommends to City Council write a letter to Anoka County stating that it does not <br />wish to participate in the ACHRA economic development program. <br /> <br />Council Action: <br /> <br />Motion to write a letter to Anoka County stating that it does not wish to participate in the <br />ACHRA Economic Development program. <br /> <br />CC: 8.28.07 <br /> <br />-234- <br /> <br />
