<br />.. . <br />Consent Agenda 10 <br /> <br />CONSIDER RESOLUTION ADOPTING THE SAFETY MANUAL <br /> <br />Givonna Reed Kone, Human Resources Manager <br /> <br />Background <br /> <br />In June 2006, the City Council authorized staff to request a voluntary inspection by <br />OSHA Workplace Safety Consultation. The purpose of the inspection is to enable the <br />City to be proactive in addressing any safety matters that might be of concern to OSHA. <br />The alternative could be an unannounced visit by OSHA Enforcement which would <br />likely result in fines for any safety violations noted. <br /> <br />As part of our efforts to comprehensively address safety and to become compliant with <br />OSHA standards, several staff members representing various divisions, have been <br />working to update the City's Safety Manual. The Safety Manual was last updated in <br />1996. <br /> <br />Attached to this staff report are summaries of the policies included in the City's updated <br />Safety Manual. The policies in the Safety Manual include: A Workplace Accident and <br />Injury Reduction (A W AIR) policy, Right to Know, Confined Space Entry, Lock Out-Tag <br />Out and Personal Protective Equipment. In addition, each member of the City Council <br />will be provided a compact disk that includes the entire Safety Manual. <br /> <br />As the Safety Manual is an evolving document, updates will periodically be presented to <br />the City Council for consideration. <br /> <br />Update Regarding OSHA Inspection <br /> <br />Members of the City Council will recall that in June 2007 a Loss Control Consultant <br />from the League of Minnesota Cities conducted a mock OSHA inspection of City <br />facilities. This mock inspection revealed some areas where additional efforts needed to <br />be made to preserve employees' health and safety. The results of the mock inspection <br />were used by staff to prepare for the Workplace Safety Consultation inspection which <br />will occur in September 2007. To date, staffhas abated the vast majority of health and <br />safety issues noted by the Loss Control Consultant. <br /> <br />Funding Source <br /> <br />As approved by the City Council in June 2007, the first $1,000 of expenses associated <br />with preparation for the OSHA Workplace Safety Consultation inspection will be <br />covered by each department. Expenses in excess of$I,OOO will be paid from the City's <br />Insurance Fund. The Insurance Fund typically covers large, unexpected workers' <br />compensation, liability and unemployment claims. <br /> <br />-69- <br /> <br />
