FC CASE # I OFFICIALLY RECEIVE AND DESIGNATE DONATION FOR D.A.R.E. PROGRAM By: Jessie Hart, Finance Officer Background: You may recall that at the January 10, 1997 regular Council meeting, Police Chief Mike Auspos indicated that the City of Ramsey had recently received a donation of $3,000 towards the D.A.R.E. program. This donation was the result of Officer Jim Singewald participating in a D.A.R.E. fund-raising golf tournament organized by Terry Miller of Elk River Landfill, Inc. The designated purpose for this donation is to enhance the existing D.A.R.E. program. The program is already in place and is consistent with the City's goals and objectives, therefore acceptance of this donation is not the question, but rather when and how will it be used to enhance the current program. Since this project was unsolicited by a representative of the City of Ramsey, it should be viewed under the current policy as such, with the Finance Committee making formal acceptance and officially designating it for enhancement of the current D.A.R.E. program. As an aside, while the final numbers are not yet compiled for the D.A.R.E. house, it is anticipated that the project will generate in excess of $15,000 of profit which will also be used to enhance the D.A.R.E. program. As of the writing of this case, the current house profits and $3,000 donation are being held in a Special Revenue Fund designated for the D.A.R.E. program. Pursuant to Council policy, all expenditures from these funds should be approved by the City Council prior to committing the funds. Staff Recommendation: Committee acceptance of the $3,000 donation and designate such for enhancement of the D.A.R.E. program.
