CASE <br /> <br />CONSIDERATION OF UNALLOCATED 1997 <br />COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDS <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />On February 11, 1997 the City Council considered allocation of $32,120.00 in CDBG <br />funds. At that time, the Council designated the following funds: <br /> <br />Alexandra House <br />CEAP <br />Opportunity Services <br />Child Care Resource & Referral <br /> <br />$2,500.00 <br />$2,5OO.OO <br />$5,000 <br />$7,600.OO <br /> <br />That left an unallocated balance of $13,520.00, which City Council directed be forwarded <br />to this Finance Committee meeting for further discussion. <br /> <br />Observations: <br /> <br />The $13,520.00 was originally suggested by City Staff for retrofitting trail intersections <br />with curbs to ADA standards. Another option is to roll the funds over to a more significant <br />project in 1998. In recent weeks, Councilmembers have suggested the need to consider <br />some creative concepts for development of future neighborhoods in Ramsey. <br /> <br />Recommendation: <br /> <br />In lieu of the recent request for a development moratorium and the previously stated <br />concerns of Council, City 13taff recommends that the unallocated $13,520.00 be designated <br />towards the cost of including a Housing Element in the Comprehensive Plan. <br /> <br />Committee Action: <br /> <br /> Motion to: <br />Recommend that City Council adopt Resolution g95-02- <br />in 1997 CDBG funds for the addition of a Housing <br />Comprehensive Plan. <br /> <br /> allocating $13,520.00 <br />Element to the City's <br /> <br />Review Checklist: <br /> <br />City Administrator <br />Finance Officer <br /> <br />FC: 2/25/97 <br /> <br /> <br />
