CASE #:

CONSIDER MEMBERSHIP IN JOINT
MPRS AFFIRMATIVE ACTION PROGRAM
By: Linda Waite Smith, Administrative Services Manager

4

Background:

On February 6, 1997, MPRS distributed two draft resolutions for its member cities to consider.

One authorizes the City's participation in joint activities coordinated by MPRS to comply with
the affirmation action requirements of the November 1996 court order, e.g. develop and
distribute a brochure promoting law enforcement careers in MPRS communities, maintain a
record of cities' activities in complying with the court order, and preparing the annual report that
is due to the court each November until 2004. It is impossible to know the cost until it is
determined how many cities will participate.

At the February 11, 1997 Personnel Committee meeting the draft resolution was referred to City
Attorney Bill Goodrich for his review and recommendation.

Staff Recommendation:

Attorney Goodrich concurs with the staff recommendation that Council adopt the resolution
authorizing joint affirmative action activities to comply with the November 1996 court order in
the MPRS lawsuit after modifying the resolution to include a not to exceed amount of $1,000 per
year. A copy of the resolution with the not-to-exceed amount inserted is attached to this case.

Committee Action:

Motion to recommend that Council adopt the resolution authorizing the City to participate in
joint affirmative action activities to comply with the November 1996 court order in the MPRS
lawsuit.

Reviewed By:

City Administrator
City Attorney
Finance Officer
Administrative Services Manager

Copies also distributed to:

FC 2/11/97
