AUTHORIZATION TO ADVERTISE FOR TRAIL PAVING BIDS
By: Parks/Utilities Supervisor Mark Boos

Background:

As you may be aware, the 1997 Capital Improvement Program included funding for Critical Trail
Links.

These have been defined as those that are typically smaller and connect projects in relation to
larger pre-existing trail areas. These missing segments are also areas where we expect there will
not be opportunities to complete these same segments by subdivision or business construction
activity in the near future.

These potential projects are identified in the attached estimates by our Community Development
Intern Dave Chmielewski.

Observation:

The proposed projects are as follows:

Cost
Estimates

1. County Road #5 Trail - Elementary School to Sunwood Drive 28,600
2. Trunk Highway #47 - River's Bend #4 to Amber Ridge 19,325
3. 153rd - Municipal Campus to County Road #5 6,848
4. Lake Itasca Trail from Park terminus to 153rd 37,331
5. AEC Park Trail 75,325
6. Ramsey Business Park Trail 33,700

Projects #1 and #3 were expected to be completed as part of 1996 construction projects
[Sunwood Drive and Brandseth]. Time did not allow for this construction to occur. Project #4 is
part of a 1995 project which cannot be completed as North Fork has finally approved an
alignment shift. While we are asking for authorization to proceed to the next step of project #2 at
this time, it is likely we will attach that to the T.H. #47 upgrade if that project goes forward in
1998. Project #5 and #6 are EDA projects

The purpose of this case is to receive authorization to advertise for trail paving bids for the
various projects listed. Upon receipt of the bids, individual projects will be brought to City
Council with the appropriate funding source for approval.
