APPROVE 1997 CAPITAL IMPROVEMENTS TO RIVERS BEND PARK AND
ADVERTISE FOR BIDS FOR THE CONSTRUCTION OF PARK SHELTERS FOR
EMERALD POND PARK AND RIVERS BEND PARK
By: Mark Boos, Parks/Utilities Supervisor

Background:

At the November 26, 1996 City Council meeting Council approved the 1997 Capital
Improvements Program (CIP). The customary procedure that has been used to initiate
construction of projects with the CIP is for Finance Committee review in March or April of the
construction year. For 1997, there are two parks addressed within the CIP. The first, shown as a
$40,000 allocation, is Alpine Park, for which Staff will be requesting Council authorization for
bids for grading work when the primary funding for the park is assured (that which is
programmed from the Alpine Estates subdivision). The second park referenced is River's Bend
Park. Included in the 1997 plan would be:

Rivers Bend Park

· Safety fences & concrete backstop maintenance strip
· Basketball standard
· Accessible path to shelter 1 and 2
· 35-foot hexagonal shelter with concrete floor
· Contingency/landscaping
· Total:

est.
est. <

$2,125.52
$852.18
$1,900
$32,0O0
$132.30
$37,000

Observations:

Because the shelter is expected to exceed $25,000 including labor and concrete staff has prepared
the attached specifications for a bid process. As you may recall, City Council has previously
approved funding for a similarly described shelter for Emerald Pond Parks 1996-7 Phase II
construction. The request for bids is structured to receive prices for both shelters. It is expected
that savings will be realized by constructing both shelters at the same time.

Recommendations:

Staff recommends proceeding with the improvements to Rivers Bend Park so as to have the
safety fences and basketball standard available for spring use. Advertising for park shelter bids
now should result in completion of both shelters by mid-summer 1997.
