FC CASE REVIEW LAWFUL GAMBLING ORDINANCE By: Jessie Hart, Finance Officer Background: At the regular City Council meeting on June 10, 1997, representatives of the Anoka Area Ice Arena Association appeared before the City Council and requested that they be exempt from the requirements under Chapter 7, Section 7.61 entitled "Lawful Gambling" of the City Code. To provide some history about lawful gambling [formerly charitable gambling], I have provided the following attachments, in chronological order: Resolution #92-05-082 - Resolution Establishing the City of Ramsey's Policy on Expenditures of the Charitable Gambling Fund (City Fund #270) Resolution #93-05-098 - Resolution Amending the City of Ramsey's Policy on Expenditures of the Charitable Gambling Special Revenue Fund (City Fund #270) 04/26/94 Finance Committee Case - Review Proposed Revisions to the Lawful Gambling Ordinance Ordinance #94-05 - An Ordinance Amending Chapter 7, Section 7.61 Entitled "Lawful Gambling" of the City Code of Ramsey, Minnesota Resolution #94-05-105 - Resolution Establishing Lawful Gambling Contribution Percentage as Defined in Ramsey City Code Chapter 7, Section 7.61.09 Entitled Use of Lawful Gambling Net Profits City of Ramsey's Park and Recreation Lawful Gambling Fund Improvement Program - Sample application packet Cash Flow Projections - Lawful Gambling Special Revenue Fund #270 [updated for actual 1996 and 1997 through 2010 projections as adopted November 26, 1996 as part of the CIP] During late 1993 and into 1994, a special committee of Councilmembers Beyer and Zimmerman and me was formed and met in an attempt to create a policy that would make it easier for both the City to regulate and the various non-profit organizations to comply with and to establish a "regular" cash flow for the City. The result of this lengthy process was items O and ~ listed above.
