FC CASE #3 <br /> <br /> FINANCING COUNTY ROAD gl 16 <br />(A.K.A. TRANSPORTATION PROJECTS) <br />By: Ryan R. Schroeder, City Administrator <br /> <br />Background: <br /> <br />On Tuesday, July 15, 1997, Mayor Gamec and Councilmembers Zimmerman and Steffen met with <br />representatives of the Minnesota Department of Transportation (MNDOT), the Metropolitan Council <br />(MC), and Anoka County (County Commissioner Dennis Berg and Engineer Jon Olson). The <br />discussion topic was non-local transportation projects including T.H. #47, C.R. gl 16, and C.R. #83. <br /> <br />As a result of that meeting, the budget committee received a status update during their meeting held <br />later that same day. At that meeting, Staff presented that there was a potential funding source for T.H. <br />#47 which should be pursued. Proposed is that we extend (for purposes of the grant application) the <br />current T.H. #47 project from 142nd, beyond the current limits of C.R. #5, to 153rd Avenue. In order <br />to facilitate the funding request, we would create a project fund at this time with an expense of <br />engineering services in the estimated amount of $5,000. The firm of SRF has completed the T.H. #47 <br />work up to this point. It is expected that we would continue to utilize the services of that firm <br />throughout the various changes in project scope. <br /> <br />At the meeting it was also noted that the County has expressed some interest in completing the <br />extension of C.R. gl 16 from Ramsey Boulevard to Armstrong Boulevard in 1998 or 1999. In order to <br />facilitate this project, the Council needs to forward to the County an alignment choice. It also needs to <br />acquire the right-of-way in the near term in order to get the project moving. The County <br />representatives did suggest that if the City wished to front the funds for the project they could virtually <br />guarantee completion of the project during 1998. Given, however, that we haven't yet begun capital <br />improvement budgeting for 1998, this would be a somewhat difficult commitment to make at this time. <br />We are asking, however, for authorization to begin acquisition activities for the right-of-way. Included <br />are appraisal services. It is also expected that eminent domain should be considered to assure that the <br />timeline for the acquisition stays on schedule (even though I would expect a somewhat willing seller). <br /> <br />Council Action: <br /> <br />Motion to authorize an expenditure up to $5,000 for pre-design and application for funding of an <br />improvement project on T.H. #47 between 142nd Avenue and 153rd Avenue. <br /> <br />Motion to select a C.R. gl 16 route. <br /> <br />Motion to authorize acquisition activities pursuant to the above. <br /> <br />Reviewed by: <br /> <br />City Administrator <br />City Engineer <br />Finance Officer <br /> <br />FC: 07/22/97 <br /> <br />~_.Jo/council&/budgetfi/1997 / July/fincr116.doc <br /> <br /> <br />
