1998 PARK IMPROVEMENTS

Central Park Tennis Courts

$63,000

Proposed is a four-battery tennis court with fencing, but without lighting at this time. The
current inventory of tennis courts is as follows:
One at Riverdale Park
One at Fox Park
Two at Titterud Park
Four at Rivers Bend Park
The above courts are in the east half of Ramsey. A facility at Central Park would provide courts
to the western half of the City and to an intensely visited site. The "associated improvements"
would be site work, e.g. grading, connecting path, etc., restoration and landscape work.

Peltzer Park Playground

$35,000

As of 1997, the first phase of Regency Pond is essentially built out and the second phase of
construction is completed. It was anticipated during platting that Peltzer Park would serve as a
neighborhood park for the families in Regency Pond (as well as the 100+ existing homes to the
north, east and west). Park dedication received to date from the Regency Ponds Subdivisions is
$71,200. The bulk of the $35,000 will be required for a play structure alone. The existing
climber, swing and slide were installed in the park about two decades ago and may not meet
federal guidelines for safety. The wood tire swing and slide may be allowed to remain.

Lawful Gambling Fund

$4,000

No changes to the Lawful Gambling Fund's procedure or purpose have been proposed by the
Park and Recreation Commission. If, for whatever reason, a suitable project is not received for
funding, the Commission had suggested directing these monies to further leverage the 1999
community-built playground at Central Park. (Please see 1999.)

Park Directional Signage

$1,000

It has been acknowledged by staff and the Park and Recreation Commission members that
requests for directions to our more actively used parks are frequent. In addition, we occasionally
speak with residents who are unaware of the recreational resources that may be just a
neighborhood or two away. In other cases, such as Rivers Bend and Emerald Pond Parks, people
may be able to see the park (e.g. from County Road #116) but are unsure how to access it. It is
felt that interest earnings from the Park Trust Fund is appropriate to use in that the benefits of
signage to the parks are City-wide.
