Fc CASE

AUTHORIZE ENTERING INTO JOINT POWERS AGREEMENT BETWEEN LOCAL
UNIT AND ANOKA COUNTY FOR ASSESSMENT
By: Jessie Hart, Finance Officer

Background:

The City of Ramsey currently contracts with Anoka County for the provision of assessing
services. The six (6) year contract, which began on July 1, 1992, will expire on January 15,
1998. The contract currently being proposed is for an additional six (6) years, as required by the
County. This contract is based on the same per unit cost as that extended to other cities in the
County that contract for assessing services. The actual cost to Ramsey will be continue to be
volume based. The following details the costs associated with the 1997 assessment charges were
as follows:

# of Parcels
1,323 Unimproved Parcels
156 Improved Comm/Ind
4,972 Improved Residential
Total

Unit Price Extended Price
$ '2.69/each $ 3,559.00
21.76/each 3,395.00
10.20/each . 50,714.00
$57,668.00

Attached is a copy of the contract that is set to expire on January 15, 1998. In discussion with
the County Assessor's office, the contract has changed very little and prices for these services are
consistent for each city that the County provides assessing services to. I did not have a copy of
the proposed contract available at the time this case was prepared but do anticipate I will have a
copy available for review at the meeting.

Recommendation:

Staff recommends the City of Ramsey contract with Anoka County for assessing services in
accordance with the Joint Powers Agreement Between Local Unit and Anoka County for
Assessment contingent upon City Attorney review.

Committee Action:

Motion to recommend City Council authorize the Mayor and Acting-City Administrator to enter
into and sign the Joint Powers Agreement Between Local Unit and Anoka County for
Assessment contingent upon City Attorney review.

Reviewed By:

Acting-City Administrator
Finance Officer
City Attorney

FC: 11/25/97
