<br /> <br />Interim City Administrator Nelson indicated there were a couple of positions. discussed in <br />relation to the 2008 budget. These included a police patrol position and a recreation coordinator <br />position totaling about $130,000 for both positions. In addition, there was discussion about the <br />assessment policy and whether to keep sealcoating in the General Fund Budget. There is also the <br />option to decrease the amount of the transfer from the Equipment Revolving. Fund from the <br />$1,095,571 amount that was decided upon at the July 31st work session. Ms. Nelson stated from <br />her perspective, if they do not levy back to the 39.39% rate the rate will be at 38.71 % in 2009, <br />and they have not dealt with additional police positions. They could be behind the 8 ball if there <br />is not additional taxable value coming on in 2009. From a staff perspective it might be best to <br />take advantage of the $150,000 of tax revenue. ' <br /> <br />Councilmember Dehen expressed interest in a 39.39% tax capacity rate with a decrease in the <br />debt transfer. <br /> <br />Councilmember Elvig requested a review of the transfer amount. <br /> <br />Finance Officer Lund indicated the fund balance in the Equipment Revolving. Fund is <br />approximately $4.5 million and the transfer amount was set for $1,095,571. She stated Council <br />has been provided with a sheet showing state aid comparisons and market value homestead <br />credits that equal the total state aid amount of neighboring cities. Ramsey has not received Local <br />Government Aid (LOA) rfor about the past five years, and that aid will not be coming back. <br />Ramsey was reinstated with a market value homestead credit for 2007 the first year the credit <br />came back on line. .Ramsey received a total of $428,202 in state aid in 2007 compared to Coon <br />Rapids at $1,744,338. Ms. Lund stated Council has also been provided with a 2007 tax capacity <br />rate comparison, which takes.into.play what is received in property taxes, state aid and franchise <br />fees. The comparison shows Ramsey right in the middle of cities in the area. <br /> <br />Council and staff discussed the formula for LGA. <br /> <br />Councilmember Jeffrey stated he agrees with Councilmember Dehen in that he would support <br />the 39.39% tax capacity rate with a reduction in the debt transfer for20Q7. He is concerned <br />about how the City will grow next year and what will happen. <br /> <br />Councilmember Olson concurred. <br /> <br />Mayor Gamec verified with Finance Officer Lund that the funds could be transferred from the <br />Equipment Revolving Fund at any time with the adoption of a resolution. He also verified with <br />Finance Officer Lund that the contract with the new city administrator has been included in the <br />2008 budget. <br /> <br />Interim City Administrator Nelson indicated the preliminary levy will be set at the September 11, <br />2007 City Council meeting.
