She indicated staff can provide further information and documentation on what the <br />funding is used for and bring it forward on the night the other levies are being adopted. <br /> <br />Interim City Administrator Nelson suggested at some point there should be a discussion about <br />the amount of City participation anticipated if the Dysprosium reroute of Highway 47 were to <br />occur. <br /> <br />Commissioner Dehen stated to that end he would like to see more information. He may change <br />his position if there is a legitimate banking for the future routing. <br /> <br />Commissioner Gamec pointed out that the rerouting would not be certain. There are proposals <br />for other routes, but they are unbelievable with a cost that is four times higher than the <br />Dysprosium route. <br /> <br />Chairperson Olson noted the Dysprosium reroute is not the only project that funds would be used <br />for. The study referred to by Commissioner Elvig shows that there are many opportunities that <br />will come up in the future. <br /> <br />Commissioner Dehen asked why the HRA was not established earlier than three years ago. <br /> <br />Finance Officer Lund explained there has always been a State Statute allowing the HRA. The <br />City had the EDA in place, which has the powers of an HRA so they went that route. However, <br />if there are ever levy limits that come into play the EDA becomes part of the overall levy from <br />the previous year and the HRA falls outside of that. <br /> <br />Consensus of the HRA Board was to direct staff to provide further information and <br />documentation on the proposed uses for HRA funding at a future meeting for further discussion. <br /> <br />Case #2: <br /> <br />Habitat for Northwest Anoka County (HP AC) <br /> <br />HRA Executive Director Frolik suggested including this case on the next HRA meeting agenda <br />in order to begin the scheduled work session. <br /> <br />COMMITTEE REPORTS <br /> <br />HRA Executive Director Frolik stated the consultants need to schedule meetings with the HRA <br />Board in September, October and late November/early December. <br /> <br />Interim City Administrator Nelson indicated staff will work the consultant meetings into the <br />regular meeting schedule. <br /> <br />EXECUTIVE DIRECTOR'S REPORT <br /> <br />None. <br /> <br />Housing and Redevelopment Authority / August 14, 2007 <br />Page 5 of6 <br />
