CASE #1

TITLE:

HABIT AT PARTNERSHIP FOR NORTHWEST ANOKA COUNTY

BY:

Sylvia Frolik, HRA Executive Director

INTRODUCTION:

Twin Cities Habitat for Humanity is constructing 3 8-unit townhome buildings in Town Center
Gardens 3rd Addition in the years 2007, 2008 and 2009. Local residents have formed a steering
committee to organize and sponsor work camps involving local residents in the development.
This local steering group is named Habitat Partnership for Northwest Anoka County (HP AC).
Karl Batalden, Public Sector Funding Specialist for Twin Cities Habitat For Humanity will be
present on September 4 to speak to the HRA about Habitat and the local efforts in Ramsey.

DISCUSSION POINTS:

HPAC is sponsoring four I-week work camps in 2007. This involves recruiting 18 volunteers a
day to work at the site and raising $6,000 per each of the 4 weeks. For the 4 weeks sponsorship,
HPAC is obligated to raising $24,000 and as many as 360 volunteers to staff the site for 20 days.

HP AC is working on volunteer recruitment and fund raising. Letters have been sent to all
Ramsey businesses. HP AC also plans to approach other communities they plan to serve in this
northwest area as well (Andover, Anoka, Coon Rapids, St. Francis, Bums and Oak Grove).

The 2001 City of Ramsey Comprehensive Plan identifies goals and policies which include
providing a balanced supply of housing for people of all income levels, ethnicity and physical
abilities; and to add to the supply of affordable housing. The City of Ramsey Housing and
Redevelopment Authority was formed to serve as a tool to implement the housing goals of the
Comprehensive Plan.

The Ramsey HRA currently has a fund balance of $317,000+. An allocation to Habitat for this
project is an eligible HRA expenditure and meets the goals of the Comprehensive Plan and HRA.

A TT ACHMENTS:

a) Proposed resolution for allocation of funds

STAFF RECOMMENDATION:

Staff is recommending an expenditure of $6,000.00 to HP AC for the 2007 Habitat project in
Ramsey to sponsor 1 work camp week.

BOARD ACTION:

Motion by Commissioner and seconded by Commissioner to allocate
$ - to HP AC for the 2007 Habitat for Humanity housing project in Ramsey.

.
