This problem arises from tightly <br />controlled local land markets that do not <br />accommodate housing stock growth even <br />when the regional economy is booming. The <br />effect is to bid up the cost of both new and <br />existing housing. <br /> <br />In the study area, zoned density varies <br />widely, from 1.28 units per acre in the least <br />densely zoned jurisdiction to 24.32 units in the <br />most densely zoned jurisdiction. Boston itself is <br />dense, but has high housing prices and a consis- <br />tently high share of multifamily housing; Cam- <br />bridge follows the same pattern.
