<br />Chairperson Nixt thought if EIFS is not allowed as a material in the City, the applicant should <br />find other materials to use. His recommendation is to work with the oVvner to the west on the <br />drainage pond and they need to give some more consideration to the traffic flow. If they are <br />going to be forced to deal with traffic flow onsite, they need to figure it out. <br /> <br />Motion by Commissioner Nixt, seconded by Commissioner Trites Rolle, to recommend that City <br />Council approve the proposed site plan for Lot 2, Block 1, Sunfish Development, contingent <br />upon compliance with City Staff Review Letter dated July 27,2007, specifically addressing the <br />access requests made by Anoka County Highway Department and evaluating ways in which they <br />can improve the traffic flow accessing from Bunker by a process of reconfiguring theponding <br />and directing the applicant to work with staff. <br /> <br />Motion Carried. V oting Yes: Chairperson Nixt, Commissioners Cleveland, Hunt, Trites Rolle, <br />and Van Scoy. Voting No: Brauer. Absent: Commissioner Levine. <br /> <br />Commissioner Brauer stated his vision ofthe City he hoped was not one with a lot of strip malls. <br /> <br />Case #10: <br /> <br />Public Hearing - Consider Proposed Amendments to 9.12 Signs of Chapter <br />Nine of City Code; Case of City of Ramsey <br /> <br />Chairperson Nixt closed the regular portion of the Planning Commission meeting at 10:57 p.m. <br />in order to call the public hearing to order. <br /> <br />Public Hearine <br /> <br />Chairperson Nixt called the public hearing to order at 11 :00 p.m. <br /> <br />Presentation <br /> <br />Associate Platmer DaInes reviewed that on November 1, 2006, Staff attended a legal seminar, <br />sponsored by the League of MiImesota Cities, about recent lawsuits and legal interpretations <br />regarding cities' sign ordinatlces. The prunary discussion was the recent case law associated <br />with content-based regulation, which is regulating any aspect of a sign (location, size, etc) based <br />on what the sign reads. Also, there was discussion about the legality of regulating digital <br />billboards. On February 1, 2007, the Planning Commission recommended that the City Council <br />direct Staff to bring forward ~ revised sign ordinance. On May 1, 2007, the City Council met at <br />worksession, atld directed staff to make the necessary changes. <br /> <br />Associate PlaImer DaInes presented the summary of the changes to the Commission. <br /> <br />Commissioner Brauer indicated he had some Chatlges to this item. The first typo is on page 102, <br />cabinet sign"... aIlY wall sign that ffi is..."
