Assistant Community Development Director Frolik explained the limit on vehicles is what is
allowed to be parked outside. Hopefully this will encourage the owners to decide what has
value.

Mayor Gamec noted this is an issue that may be looked at on a regular basis.

Councilmember Olson inquired whether there is any specific coverage needed as far as
hazardous waste that may be discovered during an abatement process.

Assistant Conmmnity Development Director Frolik replied if hazardous waste is encountered
staff would contact Anoka County. They are very responsive and are usually out within 24
hours.

Councilmember Olson asked if there would be fines involved with hazardous waste.

Assistant Community Development Director Frolik replied there are likely fines if the rules are
not adhered to.

Mayor Gamec requested clarification that the City will be trying to clean up the complaints they
receive, and they are not sending someone out to look for trouble.

Assistant Conununity Development Director Frolik replied this should be complaint based, but at
the last meeting it was stated if staff is out on other business and sees a violation, the staff person
can address the issue.

COilllcilmember Look requested staff to weigh in on the discussion about farms with tractors and
implements.

Assistant Conununity Development Director Frolik indicated there has been discussion about
agricultural uses; she would imagine any farm implements would be exempt.

City Attorney Goodrich advised operating fanns or agriculturally zoned property can be
exempted with the drafting of the ordinance.

Councilmember Look stated he received a call from a woman who was concerned that they
should try to conmmnicate with neighbors to resolve these types of issues, as opposed to through
the ordinance. His concern with communicating is that they have a few examples of people they
have tried to conununicate with on a regular basis, and that only goes so far. He thinks there was
a concern by this resident about mowing grass and she did not feel it was necessary to mow
grass. However, he thinks in this conununity as they are growing, that they are responding to
their neighbors and to the value of neighbors' properties. This is a respectful ordinance that will
layout some infornlation for people to abide by. He does not find it too aggressive; hopefully it
will be a good progran1.

City Council / July 10, 2007

P22
