<br />incentive for one contractor with decent bid prices. He explained it is difficult to assess the <br />financial impact or monitor the value without a complete inventory of the driveways. Staff is <br />still in the process of that inventory. The information will be brought back to the Public Works <br />Committee for further discussion. <br /> <br />Councilmember Elvig indicated the recommendation of the Committee was to direct staff to <br />continue working on the survey of dirt driveways and draft a policy for further consideration. He <br />would add that there is one more element to tlus where there are dirt roads that have not been <br />paved yet, and they may want to discuss adding an apron on those dirt roads up towards the main <br />arterial roads. <br /> <br />Public Works Director Olson indicated this will be included in the driveway inventory. <br /> <br />3) Update on Storm Water Improvements in Fox Ridge Estates <br /> <br />Public Works Director Olson stated Project 07-03 of the 2007 Street Maintenance Program <br />includes the seal coating and cracksealing of Fox Ridge Estates. In investigating drainage issues <br />at the intersections of Potassium Street with potassium Court and 172nd Lane it has become <br />apparent that stoml sewer would be the best solution to resolving the drainage problems that <br />exist along a 1,200 foot segment of roadway. The storm sewer installation will affect half ofthe <br />30 foot wide roadway and will not be able to be scheduled until mid to late August. It would, <br />therefore, not be advisable to seal coat this segment of street with the remainder of this <br />subdivision. As a result of this elimination, four properties proposed for the sealcoat assessment <br />will not receive sealcoating of any of their frontage in 2007 and another five properties will <br />receive a partial sealing of their street frontage. The issue to be addressed is how these <br />properties should be treated relative to assessments for the 2007 program. The recommendation <br />of the Conunittee was that the 15 properties along the area of 172nd Lane and Potassium Street <br />indicated in the map on page 144 would not be assessed for seal coating in 2007. One of those <br />parcels is a City park, so 14 properties would be taken off the assessment rolls for the 2007 <br />program and would put the on the 2008 program. There is some discussion about eliminating <br />seal coating assessments, so potentially these properties would not be assessed. Staff has <br />prepared a letter infonning the property owners that they will be removed from the 2007 <br />assessment roll, and will hand deliver the letter tomorrow. The motion of the Committee was to <br />recommend to City Council that 15 properties along the area of 172nd Lane and Potassium Street <br />would not be assessed for sea1coating in 2007 due to a delay in the storm water improvement <br />project, and that the properties would be included in the sealcoat assessments for the 2008 Street <br />Maintenance Program following the completion of the storm sewer installation. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Olson, to ratify the <br />reconilllendation of the Public Works Committee in Case No.3 and to authorize that 15 <br />properties along the area of 172nd Lane and Potassium Street would not be assessed for <br />sealcoating in 2007 due to a delay in the storm water improvement project, and that the <br />properties would be included in the sea1coat assessments for the 2008 Street Maintenance <br />Program following the completion ofthe storm sewer installation. <br /> <br />Motion caITied. Voting Yes: Mayor Gamec, Councilmembers Elvig, Olson, Dehen, Jeffrey, <br />Look, and Strommen. Voting No: None. <br /> <br />City Council!
