<br />south end of the site, around the daycare play area and around the parking lot. Ms. Geisler stated <br />the Planning Commission recommended approval of the amended CUP contingent upon adding <br />some additional landscaping for buffering purposes. Some language was added to the CUP to <br />reflect this. The Commission also directed staff to review traffic studies completed for nearby <br />developments. They also added a term to the CUP limiting hours of operation for the deli. The <br />Conunission recommended approval of the site plan. <br /> <br />Mayor Gamec inquired about screening. <br /> <br />Associate Planner Geisler indicated there are a couple of new trees proposed next to the daycare <br />play area. There are quite a few existing trees on the north end of the site and along the east. <br />There is additional landscaping to be added along the south end. <br /> <br />Mayor Gamec noted originally there was the secretarial service. His concern is adding the deli <br />and that with those types of uses you try to support them in commercial areas. The applicant has <br />been good as far as maintaining the area, etc., and he thinks the existing use is great. If this is <br />approved there would be screening needed. On the north side there is a metal gate and there <br />should be more screening there, with possibly some trees along the north side. <br /> <br />Councilmember Dehen inquired about the septic system. <br /> <br />Associate Planner Geisler indicated it sounds like there will be an entirely new septic system or a <br />substantial upgrade needed. <br /> <br />Councilmember Dehen asked ifthere is City sewer and water in this area. <br /> <br />Associate PlaImer Geisler replied this lot is outside of the City sewer and water area. It is just <br />south of Shade Tree Cottages. The larger lots directly around tllis are all on septic. Staff had the <br />appliCaIlts come in to be sure they were aware ofthe requirements. <br /> <br />Councilmember Dehen stated he likes the advantage to the neighborhood to have a deli there. <br />Mr. Petro expressed concern about the hours at the Plamling Commission meeting, and there <br />were some adjustments made to be sure this is not ruining the culture ofthe neighborhood, which <br />he thinks is a good idea. He likes the idea that people could walk to it and the limited hours. He <br />would WaIlt to be sure there is enough screening for the neighborhood in the area. It would be a <br />reasonable request, given the fact that it is a commercial building within that residential <br />neighborhood, to protect the neighbors from as much noise as they can. <br /> <br />Coullcilmember Stronunen indicated she has similar thoughts to those of Councilmember Dehen. <br />This is a node for the neighborhood to have a walking or biking destination. They do not have a <br />lot of that in the community and she has heard support for that. She also agrees to look at the <br />screening, and she is concerned about the screening around the playground for the dayc~e. As a <br />parent she has been frustrated with the daycares being on county roads, which is somewhat of a <br />depressing place to have your children play, and she \vould encourage good screening there. The <br />third question is that she is concerned about the traffic, which needs to be discussed.
