<br />CASE # ~ <br /> <br />REQUEST FOR SKETCH PLAN REVIEW OF BOIKE ADDITION: <br />CASEOFANOKACOUNTY <br />By: Patrick Trudgeon, AICP, Community Development Director <br /> <br />Background: <br /> <br />Anoka County is in the process of purchasing 41.24 acres on the south side of Hwy. 10 from <br />Larry Boike in order to preserve land for the future highway interchange for Hwy. 10 and the <br />Mississippi River Bridge crossing. The property is located directly west of the intersection of <br />Riverdale Drive and Llama Street. Anoka County needs to split the parcel into three separate <br />parcels in order to tap into separate funding sources to pay for the purchase. <br /> <br />The following items are enclosed for your information: <br /> <br />1) Site location map <br />2) Sketch Plan for Boike Addition <br />3) TH 10 Access Management River Crossing concepts <br /> <br />Notification: <br /> <br />Minor subdivisions are not subject to a public hearing. <br /> <br />Observations: <br /> <br />For many years, the Ramsey Comprehensive Plan has identified a future bridge crossing of the <br />Mississippi River in the general area of the Boike property. More recently the Trunk Highway <br />10 Access Management Study identified several alternatives for the bridge crossing and its <br />interchange with Hwy. 10. In all cases, the placement of the Hwy. 10 interchange and associated <br />infrastructure greatly impact the Boike property. Given this fact, and in order to forestall any <br />development of the parcel in the interim, Anoka County decided to purchase the property. It <br />should be noted that currently there is no funding set aside to fund the bridge and interchange <br />improvements and there is not a timetable for the construction of these improvements. <br /> <br />Anoka County is utilizing three funding sources for the purchase; a direct appropriation from the <br />Federal Government, the Right-of-Way Acquisition Loan Fund (RALF) administered by the <br />Metropolitan Council; and other County funds. In order to utilize all of these funding sources, <br />there must be three separate parcels. The Boike property is currently two parcels. This <br />subdivision would create three parcels out of the two current parcels. <br /> <br />Parcel A would be purchased using the federal funds. Parcel Bl will be purchased with RALF <br />funds and Parcel B2 will be purchased utilizing other County funds. <br /> <br />The property is zoned R-2 Medium Density Residential. The new lots significantly meet all of <br />the lot size and lot width requirements for the R..2 District. There is no residential development <br />plmmed for these parcels. All of these parcels are planned to be officially mapped for the future <br />bridge crossing and interchange. This fact along with Anoka County owning the parcels willoforestall development of the property. <br /> <br />29 <br /> <br />
